The country's highest building. Got approved blueprints?
SANTO DOMINGO.- A real estate analyst said today the country loses investments in the millions in housing and building construction annually, because of delays in getting the projects’ blueprints approved.
The architect Kalil Michel Presbot said the approval of a project takes as long as two years between the various agencies, for which an urgent solution is needed. "It’s a shame that promotional real estate desists from investing in the construction of houses and apartments in the country, because the process approve blueprints any project takes from 14 to 24 months, in the city councils and the SEOPC (Public Works). And that’s inadmissible."
He said faced with those delays the promoter can neither get bank financing for their construction, nor constitute the regime of condominiums, or get the housing units’ deed certificates, until the blueprints are properly approved. "More than 70 percent of the private housing projects begun in most cases get built without the approved construction blueprints, which makes the project’s financial management very difficult.”
Michel said the country becomes “less competitive and discourages the local or foreign investor who flees, and prefers not to take the risk in Dominican Republic."
He said most of the country’s red tape has been eradicated, except the transaction of blueprints, reason enough to for the Housing and Urban Development Law to be approved. "Currently the paperwork in most public and government agencies is fast and precise in any direction, these actions are done even via Internet, but the transaction of blueprints looks like a backward exercise, how documents were handled at the start of the 20th century.”

Here it was possible back in the 80's (B word) inspectors during the Construction Boom in NYC. I think people are not to sure about the new Const. methods being applied or maybe they can't read drawings, or maybe there are people working with no real background in Construction Industries, or they are just not confident in putting there names on Construction Project approvals. The (Agencies) should look into the NYC Buildings Dept. filing & approval system, and maybe hire outside people who worked in Construction, in developed countries.

This practice has been going on as far as i can remember and it is archaic and obsolite by today's
standard This is nothing more than an Engineers gimic. Nothing is done untill they get their cut and bribe. As far as reading blue prints that much they can do ,but as you stated before they don't have a paid centralized agency to handle all the minor details before the approval . I have been a firm critic to this bulling practice where the engineers gets 50% before construction starts and the rest on completion or delays the project to get more money for material, after he has spent it all in good life style
I was in Bogota ,Colombia and was able to observe their system ,and ours has a lot to catch up with theirs They have huge centers of all type of engineers from architects to civil engineers and construction to sell you any plan you want and work with you & the gvt.for permit approval..
Am glad the writer brought this up as a discrepancy.

I did a project here a few years ago. I was waiting for approval by Politur in Santo Domingo so I sent my architect in to see what the hold up was and when she walked into the office it was open on his desk. She said "Those are my plans, what is the problem" he responded "We were just showing them around because we liked them". Of course I was waiting for the approval which didn't come.

Delays and Red Tape are not special to just development sectors... you should try to start a security company from scratch. The Red Tape and the process are beyond restricting, they are prohibitative. They are trying to change the regulation of the industry but have no idea how so they have ceased permiting anyone until a magic solution arrives. We are bringing a new kind of program to our sector and everyone has been extremely supportive but no one can produce the right process and tells us it takes 1-2 years! I am not a huge investor but it is my life savings and no way am I going to wait 1-2 years to get thru the process... if that was the case I would just invest in gold and double my money by that time. Anyway the solution... buy another company that already has the permits. But to do what we want to do - services and training we have to buy two seperate companies - because those are two seperate permits! More nuts Red Tape.

Hire the right construction manager and consultant, Diandino "no permit or studies required" Peña. He is building a much more complex project than a measly little old apartment building and he had no "problema" getting his permits!

Hey......hire an Expiditer (middle man), to handle the filing, approval , and permits. Typical in NYC Construction, to hire a middle man to run thru the red tape etc. I have done it already in NYC, I'am sure it could work in DR, as long as they understand the Code & know how to read Plans.

I plan to go back to DR to help the friends and family in Pisarrete. They, like any other place in DR, need water and electric not to mention better roads. But I noticed that my brother bought a transformer at my dads house there so the other neighbors can also have electric.
If you are expecting the DR govt to help their own people then think again. It takes a community to help others to make a difference. If you dont help your neighbor than progress will be wasted waiting.

yes ,Undercover, in new york you can turn the process over to your middleman to expedite the things that puzzle you; in the dr you will end up in the hands of 97 different middlemen: the buliding will end up costing you twice as much by the time they have all fleeced you!!
