SANTO DOMINGO.- President Leonel Fernandez yesterday announced the construction of the second Metro (subway) line and said the train from Haina to Santiago (north) will cost 4 billion dollars, though clarified that it’s a project of foreign investors.
He said there’ll be a bidding for the construction of the Metro and the train to Santiago before yearend, which he said will be of great importance for the country’s economy for the next four years.
Fernandez said he has met with investors from France, Spain, Germany, and local bank groups interested in the work’s construction. “We’re saying that if we’re successful in that project we have an investment of over four billion dollars in next four years.”
The chief executive spoke yesterday during the seminar “Global Busines Today: Different Perspectives for the Dominican Republic,” held in the Dominican Republic Export and Investment Center (CEI-RD).
He also announced the bidding to widen the Navarrete-Puerto Plata highway to four lanes, as well as for the reconstruction and maintenance of the Duarte highway.

I would guess that a 4 billion dollar project will get about 25% complete before they run out of funds. The greedy politicians will extract the toher 3 billion for themselves. Keeping a high position in the Government doesn't actually give them the right to print money, just to steal it - until they get caught!

Its a great idea. The 4 billion will be seen as direct investment since its been built and paid for by foreign investment. Leonel will be reelected again as he will push for completion in 4 years...

Segura said that yesterday the energy deficit was only 35% and but gave no word on when AES, which supplies 20% of national demand, would be back on the grid. But this contradicts reports by Listin Diario saying that only 1,092MW of energy were produced for a deficit of 902MW. According to Listin, AES is only producing 20MW of energy from a total capacity of 300MW. The distributors claim that deficiencies in the system are the result of the government's lack of payment. Segura said that before the end of the month the CDEEE would pay RD$64 million towards a debt of more than US$300 million, but now the Hacienda Ministry says it can only provide US$10 million. El Caribe reports that failure to pay less than 20% of the amount promised means that the blackouts will continue indefinitely.

The DR has a big advantage - it has the largest economy in the caribbean and its growing. The problem with the DR is the volatile political system. A few years ago, an illiterate politcian was voted into office which bankrupt an already "poor" country.
The two the biggest fear investors have - the political climate - and no law protection.

Businesses will re-locate from the whole of the Easten Seabord of the USA - Arhcitects, Software designetes, Interior designers, Lawyers, Accountants, Financial and Tax advisors, Dentists, Cosmetic surgons, Nursing Homes, Transportation engineeers, Universities( external campuses ) ,Local Adminstration, Telemarketing and services, computer centres, Social Work Agencies etc. etc. since the cost of operation in SD is half that of major cities in the US. The fast metro will be comprable to Paris, Madrid, Kiev etc. and will make a car free life practicable for most people. Pedestrian and cycle only zones will be created with beautifule parks and farmers markets at the termini of the Metro. There is a huge achitectual heritidge unique in N and Central America. The cart before the horse people. The N-S train is a project that has been repetedly coming up for over 20 years. Go back in your history and remember that in the first 6 months of every LF government (señores! EVERY SINGLE ONE) this project has come up in this same context. As a matter of fact in this SAME forum four years ago we were having this SAME discussion.
There is one question that is important and they have never been able to answer it; what is the volume of cargo that moves on the highway between Haina and Santiago? Whether the project is feasible or not will depend on that. Ask any of these project promotors what that number is and see if any can answer. It should be an easy question to answer.
The hard question to answer is; how are you going to convince the cargo transportation unions to support your train?
