SANTO DOMINGO.- The Government will close next week the procedures to purchase of the shares it doesn’t already own from the Dutch-Anglo company Shell in the Dominican Petroleum Refinery (Refidomsa).
Hacienda minister Vicente Bengoa provided reporters with the information, after delivering the report to president Leonel Fernandez. “We already have the funds and we’re going to call a press conference next week to announce the definitive closing of the purchase of the shares."
The economist didn’t specify the amount to be disbursed, calculated at US$110 million in exchange for 50 percent of the shares in of Refidomsa.
In June of 2006 Shell announced that it had placed its stake for sale and in November of 2007, in a speech in which he announced a fuel saving plan, Fernandez revealed the decision to take total ownership of the refinery.
He blamed the partnership with Shell the impossibility for the Government to acquire the 50,000 barrels of oil daily that Venezuela offered with soft financing, through the Petrocaribe agreement.

Plenty of natural gas. Most will come this way. Cracking heavy oil distillates is expensive in energy. LPG produced from natural gas about 25% less GHG.

If LPG could be produced cheaper from natural gas then they would be doing so.
Capitalism means companies go bust. This is often against the national interest. They polute - this is against national interests.

All this means that Government in one form or another is never far away from the oil and gas business.
Eight of the ten largest oil and gas companies in the world - measured by reserves and resources held - are state owned companies. As production in areas such as the United States and the North Sea declines their role is likely to grow. 90 per cent of the world's remaining reserves are held by state controlled enterprises. Uniquely, this is a sector in which the role of the public sector is growing year by year.
