Look at Leonels teachers.
Hugo Cahvez and Fidel Castro.
The only ones not affected by anything are Leonel and his cronies in power.

The problem that the Dominican State has its maintenance! Just like the three CASA 212 that where purchased less than 10 years ago...one of them went bad in 2003 and from then on ,it has never flown. There using it as replacement parts. Same thing happen with the hundreds of OMSA buses (mercedes benz) when they had an oil leak, they decided to junk it and buy a new bus. The government has to do a better job of maintaining there equipment. They can subside all they want. Its not that hard to find a real solution. All you need is to have a plan and be organized.
