SANTO DOMINGO.- Some difficulties have so far prevented the Government, the Grupo Vicini and Central Romana Corporation from signing a contract to develop a project to produce ethanol, sugar and electricity in the country’s East region, said today newspaper Hoy quoting sources.

Negotiations between the parts have been virtually suspended in the last few days, though the sources said they’ll be resumed April 2 in Santo Domingo.

Vicini few and Central Romana have forged an alliance to produce 100,000 tons of sugar and 50 million gallons of ethanol, as well as around 700 megawatts of electricity from cane bagasse.

For this they are considering to totally remodel the old mill at Consuelo, in San Pedro, at a cost of around US$500 million.

State Sugar Council (CEA) director Enrique Martinez heads a Government commission for the negotiations

Hoy reports that though the sources didn’t detail the nature of the "small difficulties" confronted, they could be related with the claims sought by the government’s previous partners in Consuelo.

This is good stuff.
I hope the government is paying and independent agency to look over the agreements and make sure the DR doesn't get cheated.
They can take all the time need as long as the DR ends up as one of the beneficiaries.
Remember, we want to use the cane bagasse for the production of ethanol. There is not downsize of food production as previously thought by someone else's comments in a related article.

TexasBill,

You are right. The Tuscans are quite capable of controlling the airspace against drug dealers. They are using light propeller planes, which are way slower than the Tuscan. The main problem is detection, not interception. If the DR can use the Tuscans with a good strategy that can actually catch this planes they will succeed. If they can't, it doesn't matter if they had F-16, F-15 or F-22.

By the way, mantainance costs are a lot higher for F-16's or similar aircraft than for Tuscans. Not to mention the kind of training the pilots have to get.

"Grupo Vicini," huh, mostly slave dealing capitalists.

0000

http://en.wikipedia.org/wiki/The_Sugar_Babies

The "Sugar Babies" is a feature-length documentary film about human trafficking from Haiti into the Dominican Republic. The film reveals the complicity between the government of the Dominican Republic and the sugar industry in exploiting Haitian immigrants.

The 99 minute film is written, shot, produced and directed by Amy Serrano, produced by Siren Studios and the Hope, Courage and Justice Project [New Orleans] and funded in part by the New York-based Human Rights Foundation.

Synopsis

Though Haitian immigrants have traditionally labored in the sugarcane fields, known as bateys, controlled by individuals such as the sugar barons Alfonso and Pepe Fanjul, and the wealthy Dominican Vicini family (owners of the Grupo Vicini collection of companies and of the Diario Libre newspaper.)

p.2

The film "The Sugar Babies" will enjoy its official "World Premiere" at the Montreal International Film Festival but preview screenings in Paris and Miami have led to controversy.

The Miami screening of the film, which included many members of the hispanic media of South Florida and from the Dominican Republic, was the subject of a cease and desist order one hour before the time of screening, as well as a bribery scandal when several radio producers came forward and denounced that Dominican diplomats had offered them bribes (envelopes filled with cash amounts ranging from $400-$2000) to disrupt the screening and give the film a bad review. As a result, coverage of the film in the Hispanic media bordered on the absurd including criticism of what the director wore to the screening and segment-by-segment criticism of every element in the film.

The Paris screening of the film was also the subject of a sabotage attempt.

Perhaps, the "difficulty" that holds back the project is that somebody, with bad taste or a rare bias in favor of liberty, opposes slavery.

It's unlikely that this possible opponent of the slavery in the ethanol deal is an element of the Cuban-Dominican bourgeoisie which sees all things sugar as its historic province.

Sugar slaveholders, like Vicini family, don't like movies, at all.

Before the attacks of "The Sugar Babies," this:

"The movie, award-winning documentary "The Price of Sugar," has been prohibited in the Dominican Republic. According to the Haitian newspaper "Le Nouvelliste" the public relations firm Patton Boggs (New York) that works for the Vicini family tried to impede the projection of the movie in France. According to the same source the Vicini family has hired the public relations firm Newlink Communications (Miami) of Sergio Roitberg, specialized in the reputation management, to protect the Vicini business interest in the United States, where most of the Dominican sugar is being sold."

Vicini family will not let God interfere with its exploitation of slaves.

"Christopher Hartley is a British-Spanish Catholic priest who has been laboring from 1997 to 2006 among the Haitian sugar cane workers of the bateyes in Los Llanos in the municipality of Boca Chica in the Dominican Republic to bring more humane conditions to their lives and work.

He worked for many years with Mother Teresa in Calcutta and with Latino immigrants in the Bronx.

Father Hartley's work in the Dominican Republic is portrayed in the award-winning documentary The Price of Sugar produced. His activism to improve living and working conditions of Haitian immigrants has brought him into confrontation with the Vicini family that owns the sugar plantations in Los Llanos, and is one of the wealthiest and most influential families of the Dominican Republic.

Guess who denounced Father Hartley and the US congressmen who accomapnied Father Hartley on his return trip to the Dominican Republic?

Oh yes.

The pope, no less.

Cardinal Nicolas de Jesus Lopez Rodriguez, the supreme expert on divine beings in the Dominican Republic.

The pope, an intelligence agent for George W. Bush, told Father Hartley to shut up.

Lopez Rodriguez practically cussed out the US congressmen.

It's unclear exactly for whom Lopez Rodriguez speaks ... it's either for God or the pope or Leonel [ the PRD says the cardinal is Leonel's "main spokesman"] or Vicini family.

Lopez Rodriguez is close to all of them, except God.

I believe the officials are saying that slavery is not based on the color purple or even the color black, rather it's based on the color green. And, by common consent and by definition, whatever is based on the color green is not a problem, but rather it's a solution.

[In this instance, the color green does not allude to what is environmentally sound.]

Can you suggest one "better way?"

I presume by "the toughest," you mean the Vicini family and the like. Some people don't believe that opposing slavery is a way of bringing down anybody, even the slaveholders, especially when human lives are involved. The Vicinis and the like are not as "tough" as they appear against a politicaly conscious and politically active proletariat.

"What now, you're going to contradict Bush for going into war? Isn't that the same thing?"
