SANTO DOMINGO.- According to the latest study by the International Data Corporation (IDC) and Business Software Alliance (BSA) the piracy rate for personal computers (PC) in the country held at 79 percent last year, resulting in losses of around US$39 million, a jump of 20 million dollars.
The IDC, a global technology research leader, said the country’s bootlegging rate remained the same, “despite the strong efforts by the authorities and BSA to reduce software piracy.”
“We still have much work to do; we must increase our efforts to reduce piracy and contribute with more significant benefits for local consumers, software and services companies, small companies and society in general,” said Montserrat Durán, BSA director for Latin America.
She said although the world piracy rate rose three points (38%), the piracy index in Latin America fell from 66 to 65 percent last year.
Duran said the countries where the most piracy occurs are Venezuela (87%), Paraguay (82%) and Nicaragua (80%), whereas Colombia (58%), Brazil (59%) and Costa Rica (61%) posted the least bootlegging.

Well, If software companies didn't charge an arm+leg for their products those numbers would be better. A lot of people would buy software instead of pirating it if it costed significantly less. Now, there will always be people who pirate software even if the license were to cost US$ 1.
I'm sorry for the BSA, but the only way you can fight software piracy is by making it more accesible to people, specially in low income countries. Do you expect an average dominican to waste a month's salary paying for a license of Windows and Office?

If a Cuban has to spend 6 mos pay for a rice cooker and seven months pay for a cell phone then a months pay for a computer program is a bargain correct?

This has nothing to do with " price of rice/software here" but is interesting how the US can screw things up too.
“The World Trade Organization has granted the Caribbean nation of Antigua the right to pirate American goods and services like films and music until the U.S. government either permits Americans to gamble over foreign-based sites or eliminates its own exceptions for remote betting on horse and dog racing, including over the Internet,” said maths on Music2.0

These days it is really up to the softeware makers to safeguard their products.
There are as many people or more out there trying to crack the code as there are ones writing it.

Well lets make it right for Dominicans to Steal! Yeah thats the ticket, its the odderguys fault (software makers) because that crap is expensive.
What a crooked country and what a mentality!

Escott, I think your mistaken. It's not okay to steal, but prices of software are too expensive. Even in the rest of the world. Then you have the constant upgrades that they sell and most of them are at least 50% of the price of the original software.
Piracy is bad, but when you need to spend around a thousand dollars to get a copy of windows, office and photoshop, that is not possible for a lot of people, even outside of the DR.

Milo if you think I was referring to only software I wasn't. I was referring to the bankrupt mentality of Dominicans who think that when they rear end a person from another country and don't have a drivers license or insurance that the other person should pay them. Then the police and judges will back them up and they do get paid.
This country has problems and if you can't see it there is a bigger problem that you have.

The price of the software is never a reason to steal it is not even a valid excuse in the courts,
If you can't afford it then don't buy it. Supply and demand.

well, that is a novel excuse to steal: the product is expensive. i wonder if the car dealers who sell volvos and jaguars are scurrying to bolt the doors shut. i beg to offer the idea that even if the product were less expensive, the piracy would still be rampant. the idea of getting something for nothing has been reinforced by bad examples from above. compound that with Escott´s odderguy syndrome, wherein you can always blame someone else for your malfeasance, and you have a lethal cocktail.

Mr Jim Harrington, how can i be on any other side of the debate? are people not disturbed to know that the dr ranks somewhere around no 17 in the world for the worst software piracy? not good, i say. this is the kind of fact that does not stand us in good stead with dr-cafta. one of the main thrusts of that trade agreement is the good faith initiatives to reduce piracy on the part of the signatories. can we really say that enough is being done here?

Not being able to have volvos and jaguars won't halt development. Not having accesible software does make the country halt it's development, that is the difference. General software like windows, photoshop and office shouldn't be a luxury, and their pirated because their a necessity.

You're misinterpreting me. I'm not justifying stealing computer programs. My only opinion was that in many cases they are forcing people to pirate them by having such high prices.
