HAVANA. - Most of the US$450 million that’ll finance the Caribbean’s agriculture could end up in Dominican Republic, as participants in the Petro-Food conference held recently have shown an interest in acquiring local products such a seeds and technologies, which have boosted the country’s farm competitiveness and productivity.
Agriculture minister Salvador Jiménez said the first trade contacts for Dominican farm exports began with key bilateral agreements, as delgations of his pars from Venezuela, Cuba, Honduras, Nicaragua and Jamaica will visit in the next few weeks, interested in learning of the country’s advances in that field.
He said as the result of the Dominican delegation’s efforts the country could acquire a good part of the US$450 million allocated to food security and attain fair trade within the 18-nation PetroCaribe oil accord, a group that he said appears will become one of the most active agribusiness blocs in the region of more than 90 million consumers.
The official said fruit of the Dominican delegation’s efforts in the conclave held in the Cuban capital August 11 and 12, Venezuela Agriculture minister Elías Jaua will visit the country to learn about its livestock and poultry industries, and could lead to possible an agreement to export beef, chickens and eggs to that South American nation.

The DR officially stepped into and officially occupied LA/C leadership vacuum in agricultural policy and programs left by the region's three top food producers -- Brazil, Argentina, and Mexico -- which are absent from Petrocaribe's deliberations.
The Havana deal implies that DR will have access to a pool of capital for significant expansion in its agricultural sector and preferential access to markets of the 18-member Petrocaribe countries.

Some Petrocaribe members want to import or import more food from DR as well as learn about the DR's success in the food industry and they are prepared to pay for the DR's cooperation..
The question is whether DR will thief the money and then give the money, in an act or fit of servility, to US imperialists as IMF payments.
Other Petrocaribe members wait to see if the DR will thief the money. If the DR delivers on its word to Petrocaribe, then they will most likely come into the deal for DR products and services.
But if the DR thief the money of Venezuela, Cuba, Honduras, Nicaragua and Jamaica, which appear to welcome the DR's leadership role in Petrocaribe, then everybody will recoil from the DR.

The DR model will get "a good part of the US$450 million allocated to food security."
And non-DR model will get the other part of the US$450 million.
So, after a while, Petrocaribe can look as the results of the DR model and non-DR model to see which one delivers and which one thief the money.
One likely outcome of the Havana deal is US food exporters to the DR, under CAFTA, may cut prices of their food exports, heavily subsidized by the US regime, to the DR and rush in with their low prices and grab the Petrocaribe sales.

In theory, under CAFTA, all food subsidies of members, including those for the US farmers, are removed.
This is a sham and a farce.
In practice, under CAFTA, the US subsidies continue. The subsidies are officially transferred from exports to CAFTA countries to exports to non-CAFTA countries. Say, a US farmer exports both to Cuba and to DR. Under CAFTA, the US regime can't subsidize the farmer's exports to DR. But the US regime can subsidize his exports to Cuba. So, the US farmer simply uses the shit-load of money he got for his exports to Cuba to drive the DR farmers out of business.

This "most" seems unrealistic to me, but who knows, this "most" may indeed be the case.
This "most" means that the DR will somehow end up with over $250 million of the $450 million pie.
That seems most unlikely although I can't deny it's the case.
Since there are18 Petrocaribe members, this suggests that each member gets about 1/18 of the $450 million or, in other words, about $25 million.
So, how did the DR come out of the deal with over $250 million?
In third paragraph, the DTsays the DR " could acquire a good part of the US$450 million."
Now, a 'good part" doesn't usually mean "most."
Usually, a "good part" is less than "most."
And a "good part" is usually about a quarter or fifth of the whole.
If it is "most" as the DT says, that's a miracle.

When Petrocaribe last month decided to set up the food Fund, I made a calculation based on the published information that the revenue of the Fund will come from a 50 cents surtax on each barrel of oil sold to non-Petrocaribe memders, chiefly to the USA and EU.
So, USA and EU are unwilling sources for the Fund.
My calculations resulted in about $800,000 of revenue per day for the Fund.
But with the piece in today's DT, that the balance of the Fund is or will be $450 million, this means I significantly underestimated the daily cash flow into the Fund.
With balance of $450 million, the daily cash flow into the Fund is about $1,200,000.
Thank you USA and thank you EU.
In my earlier calculations, I materially underestimated the number barrels Venezuela sells to non-Petrocaribe members and therefore I understated the cash flow.
