SANTO DOMINGO.- Just weeks after retiring dozens of senior military officers, President Leonel Fernandez yesterday placed in retirement with pension, 10 generals of the Police, and confirmed and designated vice ministers and assistant administrators in different departments.
Decree 395-08 places in retirement the generals Juan Luis Rafael Guerrero Peralta, Crescencio Jáquez Hernandez, Fernando Antonio Cruz Rodríguez, Luis Manuel Tejada Fernández, Nelson Ramón Peguero Paredes, Ramón Francisco Rodríguez Taveras, Valentín Augusto Rosado Vicioso, Wilson Sánchez Adames, Yuri Miguel Ruíz Villalona, and Ángel María Rosario Terrero.
Just two weeks ago Fernandez placed more than 20 generals of the Armed Forces on retirement, most of which didn’t perform any duties.

actually, juanb, the list is extensive for placement fees. we have harley davidson for the bikes, tucano airplanes, sun land for financing, the ministry of education for liquid, on -set nourishment, and we can shoot a lot of the scenes on the metro.

I agree. I would go even further and propose an overhaul of the Cuerpos Castranses (Armed Forces & Police)...
On the other hand, the President should be careful not to retire officers with valid experience in military matters--granted Sergeants & Captains run armies; but generals win wars...I guess balance is the name of the game.

Seems to me that the Sergeants and Captains do a pretty bad job when it comes to drugs, border sanctity, and other forms of smuggling. And exactly which war has any general fought in, no less, won?

The Role of generals is to create the culture the troops will follow. There are Generals in the D.R armed forces (some; not many) who can be instrumental in creating this new culture for the Armed Forces. A culture preserves the constitution, fights corruption, smuggling, drug trafficking, etc.).

Those officers who have deployed to Iraq, as part of the Latin American contingent, under the command of the Spanish army a few years ago should stay as they have learned valuable skills from working with professional armies.

zak, what makes you assert that the spanish army is " professional"? compared to what? whose ass have they kicked recently? and if history is a guide, they haven't performed in an exemplary manner in any wars i can think of.

It will only get solved with academics and appropriate renumeration and retirement. We have gone with quantity not quality.
1. We need to civilinize the forces at the top. It has worked at the PN with Almeyda.
2. No Generals at Airports, DNI, DNCD, Aduana, Aeropuertos, etc. Retire them, then they get the job. Without the military rank. like Marshall, Powell, McCaffrey. General out of respect.

What war, humanitarian mission, border security operation, traffic control or any other area does the Dominican Military have any truly experainced generals at getting the job done?

Wow, interesting list, I've met some of these characters, but not all of them deserved to get the boot. One of those guys happens to be the father of a friend of mine, he was "retired by force" because he didn't want to collaborate with another bigger dog on a scheme to make money, so they gave him the boot. It's interesting that when they're educated and on their best behavior they get the boot, like my friend's dad, but when they take part in all sorts of malfeasance and mayhem, they stay in and keep milking the cash cow.....the guy managed to get a second house only after getting a personal loan from a bank instead of stealing the money like all these other guys do.
