Santo Domingo.- The ground use approval for work on the Metro’s second line in Santo Domingo West was issued without knowing if the structures could affect businesses and houses, the municipality’s former Urban Planning director affirmed Thursday.
Luis Ramirez, who’s currently in Santo Domingo West’s Public Works department, gave Transport Reform Office (Opret) assistant director Leonel Carrasco two letters dated October 6, which "grants the ground use corresponding to the span located in ours jurisdiction."
For that reason the official argues that it’s the Opret which should take charge of the studies and deal with those the work may affect. "It’s the Opret that should conduct the research; we’re no more than facilitators. They gave us the blueprints and a formal request and we approved, because we believe it agrees with the municipality’s development.”
Since October 2 workers remove the topsoil on the areas adjacent to the Luperón-Kennedy overpass, as preliminary digs for the construction of the seven station, second subway line, from Gregorio Luperón avenue to the Los Alcarrizos subdivision.

can you say "ASS BACKWARDS"? shouldn't this guy have waited to see the structural assessments BEFORE giving authority to proceed? what if those guys just decide that they really cannot be bothered to do the studies, because they already have approval? it is like giving a guy a driver's license, then telling him to go take the test.

If they do build the second line, I hope that it choose an area that will fill up daily and help pay for the operating expenses for the first line

How about a study to see if a need for transportation at these locations are warranted. will this help people to get off the road and in to the train? With a free sample of rum or beer.

well, it will be an uphill battle. only the singapore subway operates at a profit. maybe one in india, also. all others bleed money. if electricity costs more in the DR than any country with a subway, then i cannot see them making money, where all others fail.

It will only be good if they can reduce the smog and reduce traffic. Do you think that they will re-activate some of the freight lines? They can charge the freight companies per usage and make some of the costs back. But now that I think about it, the freight train might get robbed when traveling the rual areas

xwill, your last sentence takes the words out of my mouth. i had the idea that a tourist attraction would be some sort of luxury car on a rail system, such as a Pullman, wherein tourists could travel to certain cities in style, with dining cars, beverage services, poker tables, women of easy virtue, et al. however, they might fall prey to latter day highwaymen, unless fortified by angry securitymen with formidable weaponry to repel any malicious intent.

WHERE ARE THE SCHOOLS, HOSPITALS, SOCIAL AGENCIES TO HLP THE POOR, DENTAL OFFICES TO FIX THE CHILDREN TEETHS, VACCINATION CENTER, FOOD BANKS, TOILET PAPER IN COLLEGES BATHROOMS AND SCHOOLS AND MORE.
This is sickening to my stomach, can they just think about feeding, educating and making the people healthier before building this garbage. Where is the brain of these people, may GOD help us all.

It seems the politicians in the DR are so corrupted by greed, that they are blinded by the plight of the average citizens of the country.
After all the needs of the public have been met and/or exceeded, maybe just maybe there is a need for mass transit.
This project is even more insane than the first Metro. Is there no accountability, no conscience of these pols? Are they just criminals in fancy suits?
Is there no politician that can rise above the madness and begin to change this pattern?

I am pro-Dominican having lived here over 25 years, almost half my life. I see the daily struggle of hard working people who should be entitled to a decent life. My dream is to one day see a DR that is as vibrant as its people. They deserve this, at the least. They do not need a subway system, or two.
