Santo Domingo.- The 17% of the vehicle’s value which the Government charges to issue the first license plate and the ban to import those older than five years are the main challenges for the country’s car dealers.
The heads of the Dominican auto dealers grouped in Anadive) say the provisional fee of 17%, but now permanent since it has been in effect for more than three years, leads to higher auto prices.
“The existence of the law that restricts the number of years during which an automobile can be imported has kept people from accessing a tool which more than a luxury constitutes a means to work,” Anadive president Cesar de los Santos said yesterday.
That’s the reason behind his suggestion to eliminate the tax and update the norm on car imports.
De los Santos, accompanied by Anadive executives Luis Taveras and Marlon Bonnelly in the interview by newspaper El Caribe proposed to allow the entry of cars up to 10 year old (from model year 2000) “because that’s the vehicle which the most needy class can reach and will help revive the sector.”
Anadive’s executives complain that this year’s sales figures have been so negative, “that it would be shameful to compare it with those of 2008,” a plunge they affirm is as high as 65 percent.

If more than 50% of the population of the country cannot buy their daily food requirements nor medicine, how do you expect them to buy automobiles? If the government gave away autos to every family in the country, most would not be able to buy the fuel required to use them. The only auto sales that continue to hold their own, are the Premium/Luxuery units. I wonder why? The "evil white powder business" is a blessing in some ways, along with all the under the table exchanges in government contracts. Just ask yourself, how many new SUV units have been ordered by the Gov. in years 2008-10? No electricity, but we are "riding in style." btw, how many SuperTucanos have been placed into service as of today?

All good reasons and also add in the people who are getting most of these new vehicles are not paying those taxes anyhow. They use their government positions to bring them in tax free or bribe some officials in most cases so none of the "tax money" ends up being brought in as taxes anyhow. The people in charge are so greedy, corrupt, and stupid they have in effect ruined the car business. Does not surprise me one bit in a country where they cannot even have reliable electricity.

the used car business was effectively ruined by one of the most counter-intuitive, idiotic measures ever adopted by any government; the stopping of importation of cars older than 5 years . the rationale was that the Dominican Republic is a tourist mecca, and, as such, could not allow for the spectacle of bangers and beaters on the highways and byways. sheer genius! yes! allow for only the importation of newer, more expensive cars, and that will expunge the jalopies! NOT. it simply means that Fausto will have to continue driving the 1981 Datsun B210, because he cannot afford to buy a 2005 Montero, like the politicians and colonels can. and, by the way, a seven or eight year car in the USA is not a beater. they are driven on good roads, receive proper care, and are routinely inspected for roadworthiness. so, this is what you get when the new car dealers bribe the government to ban older cars, so they can hog the entire automobile market, and force out the lesser players.

Tons of people are sending 10 year old cars in... you just pay alittle more for the propina. Also, many dealers have a 97 corrolla or civic with a sign saying "just imported from USA".... how did that happen??? You can get anything into DR
Also, sales are down because most people are shipping their cars from USA instead of paying the high purchase price from the dealers in DR

The reason for outlawing the importation of cars more than five years old was to upgrade the transport fleet for tourist develepment was "wrongheaded" in these respects. Tourism and the income earned can be here today and gone tommorrow. The goal should have been to build the country and to do that you need cost effective, clean running and "safe" vehicles. Therefore automoblie and trucks should have been made cheaper and not more expensive. A man driving a cab making DM150 a run and paying DM100 for a gallon of gas can not save money to buy a 2007 Cadillac ESc for his business that costs US $70,000 in the DR and US 21, 000 in Flordia.
If duty and taxes were reasonable or non existant then the goal would have been meet if not locally by importers. But then that is the problem the locals wanted control. Well they have a controlled mess; thousands of unsafe vehicles on the road and a toursit nightmare.

Stupid - ban all imports. This way for the most popular models all spare parts would be made locally providing much needed employment. When I catch a taxi I couldn't care less if it is a 20 year old car with new panels or a new car. The peso is falling by 5% per month - why waste foriegn exchange importing cars .....
I guess that under trade agreements this might be difficult for the government to do - but they could copy other nations and set up one or two 'inspection and road-worthiness' stations with very limited capacity and high fees for imports with long queues and at least 25 forms to fill in!

I agree open the markets not close or tax them to death. If duty where 1/2 for three years the country would make more money on duty than now. When taxes are high people cheat when they are reasonable people pay and move alone.
The DR has no heavy industrial capicity at all. The can not build spare parts that takes skilled labor, equipment and raw materials. This country may have two of the three. But domestic investments is almost none existent in this sector of import substituion products.

Of course it is right to stop importing luxury goods such as cars in times of economic distress. Everyone must make sacrifices and if the money that would have have gone to corrupt overseas corporations that produce the cars is circulated in the economy jobs are created. Cars in particular are unfortunate in that they create an ongoing liability to import fuel, spare parts, hospitals to take care of road traffic accidents etc.
When asked people are prepared to make small sacrifices in a democracy they do except for a few obstinate pigs - do we have some on this board? Obstinate pigs need a little gentle coaxing.

Not true. I used to drive commercially doing tours and one of the countries was Yugoslavia. Our minibus broke down with Ford springs broken by pot holes. The local small factory crafted new springs in a few hours claiming it was the same spring material as in Russian tanks.. Quite a few of the local cars had raised suspensions with leaf spring sets replacing the original suspension.
Truck shocks fitted. Chinese parts for reconditioning units can be shipped direct from companies in China and are cheap enough to order quite a few...... you never know when you hit a big pot hole.........
Social democrats like me want jobs for the people..... swine want to take them away.

Various versions of the Transit have been in production for 50 years - US only sees the small ones. and you can drive them on 2 wheels......
Could be N.America will be seeing more diesel Transits.....

Blut has lost it today - maybe tomorrow will be better! Like a groupc of Americans who had forgot to get off the train in Trieste ( Italy ) and the train continued to communist Rijeka. All of sudden there was one of Tito's passport inspectors with a red star asking to inspect their passports. They were jumping up and down and wanting to stop the train and walk back to Italy. In the end the inspector and other passengers calmed them down and I gather they were put on the next train to US friendly Italy. Yes, Blut has lost the plot!
