Santo Domingo. - The Free Trade Agreement with the United States and Central America (Dr-Cafta) will allow Dominicans to bring vehicles made in the U.S., or those whose parts are at least 35% original from that market, free of Customs duties starting January 1.
Preferred vehicles such as Toyota, made anywhere in the world, though with 35% of their original components from the U.S., also qualify for the Dr-Cafta’s preference.
The measure also applies for auto parts, batteries and tires, as long as they are originally from the U.S. A product is considered a country original when its components or raw materials are from that territory.
American made vehicles now pay a 5% Customs duty as the DR-Cafta stipulates, as the gradual clearing begun in 2005.
Other levies
The reduction of the 5% Customs tax doesn’t exempt occasional importers from paying a 17% tax for the first license plate, which led many analysts to affirm that the 2005 tax reform and later fiscal rectification have swallowed the Dr-Cafta’s advantages for consumers.
The disposition also applies to less than five year old used vehicles, although in that case occasional importers of used vehicles have faced problems because they must first obtain the certificate of origin prior to importing it, to secure the exemption.
This occurs because in many cases a two or four year old vehicle could’ve been in a collision or have undergone a failure and the new parts aren’t American.
Another case which occurs in Customs and is that the U.S., as part of the Nafta (free trade pact with Mexico and Canada) places seals which don’t establish in a segmented manner which are the components from each of those markets, and creates problems to the importer.

My parents send a vehicle not too long ago to DR. Once the vehicle was at the port in Santo Domingo it took my parents about 2 month to get it out! The kept getting run arounds everytime they showed up to the office! Finally they threatend to take the story to the media outlets if their vehicle was not given to them. In a matter of days the vehicle was finally in their pocession. We heard from someone on the inside that the new customs director liked the SUV and wanted to keep it for himself. They were planning to come up with a story that would make it look like the vehicle was stolen from the port lot.

Its just not worth importing a vehicle into the country. Our corrupt officials all get theres brought in tax free but the rest of us have to pay major import taxes. These same people then sell those expensive vehicles and pocket the savings. We should not import any vehicles. Keep using and repairing the ones we have and avoid paying these ridiculous import fees so lazy corrupt officials can steal our money. Its a crime that a vehicle needs to cost 20K US more than you would pay for a midlevel SUV to import it than to just buy it in the states. I understand transport fees but those import fees are nothing short of criminal.

No good person wants the DR to import more cars so non-tariff barriers are great!
Go find a 20 year old VW and have a mechanic fix it up! Or import an engine and some wheels and have a welder make a buggy out of steel tube.
Non-tariff barriers are important to every every developing countries and officials are to be applauded for the theatrics they put on to stop the stupid importing vehicles. The country will have to import gas for years to come to feed these monsters at huge cost.

It is way better to bring your own car from USA... At least you know that the car has been driven on good roads, not been in a huge accident, and that the mileage is actually correct. When you buy in DR you do not know what you are buying. Also, if you calculate the import taxes its not so bad since you paid way less here in USA. Also, you can use a car from USA for more than 5 years and still sell it for a profit. The gov scheme actually helps the car owners have high resale value.

I see an emerging concern here: with tariffs removed, there shall be a fast increase in number of vehicles in DR. With tariffs, once expected grafting is accounted for, whatever meager amount would be left could technically be employed to improve infrastructure. With tariffs gone, the situation could soon get pretty chaotic and roads would mimic lunar surface.
With tariffs gone, I also forsee a monumental increase in the deficit.

it would be good if the DR could come up with a special car tax for gringos - perhaps 150 dollars/month for all without full citizenship and ten years residence full time. Tourists up to 4 weeks could be exempt. I'm sure they cause a lot of accidents ........
