PARIS,. – President Leonel Fernandez announced that his French par stated his government’s willingness to support the financing of the Santo Domingo Metro’s second line and the train that would link the capital with the city of Santiago. “France is ready to finance those two large works in a public-private alliance which can successfully execute these two projects.”

He spoke to French journalists about the railway, after a 35 minute meeting with president Nicholas Sarkozy in the Elysian Palace, where they spoke on topics of the bilateral agenda. “French companies are very interested in this project.”

The Dominican chief executive said in Portugal that private investors are also interest in participating in both works, for which they’ll meet with officials of OPRET, his government’s transport agency.

Fernandez added that the French leader also pledged to support the Dominican Government’s war on drug trafficking.

Finance the project does not in any way mean that they will pay for it. They are going to "lend" us the necessary funds and then bleed us to death with the interest.

Great news!
France has the fastest unmanned metro in the World - you can go up front to where the drviver normally sits. Think of the savings in staff costs if they do this in the DR!

Is this part of LF horse trading idea. He turn a blind eye to the Haitian illigal migration issue France just got to throw a few dimes in his pan. Def a win win situation for France , a lot less than what Mr Aristide was demanding.

Nothing like a good old visit to France, you go in empty handed and say one thing, then come out with a........METRO.
GOOD LET THE NEW FRENCH TOURIST RIDE THE NEW METRO......
I sure hope the new french tourist aren't afraid of the dark, if and when the power goes out.
God help the DR from becoming the future Mexico. LOL ! I could see it now, the new metro becomes a new drug smuggling apparatus, we can at least then call it the "LE Frenchy connection part 2"

From technological standpoint, I'd favor the French over the Portuguese to build METRO or railway system and that is from personal experience, as my company has several plants in Portugal which I visit frequently.

The rest of this deal concerns me greatly, since I do not trust Sarkozy's motives very much, and I believe he has ulterior motives. LFR is correct prey because of his administration's corruption and greed. I do believe that the French have expressed their wish to homogenize the island and turn it into a single state.

I don't suppose the French learned anything from Bastille. Perhaps a reminder should be in order.

You guys are missing the whole point. It will be french companies that build the next line of the Metro. Anyone who thinks that it will be any other than OUR Dominican money that pays for it is really dumb. This is not a gift, this is a loan. That is why soon the govt will be paying 50%of its tax income to the banks to whom we already owe too much.

we as a country are not haiti's way to heaven; It does not matter what the frenchfries do, and you know it; don't get me wrong, I would like to see haiti prosper beyond anybody's imagination, even more than D.R. maybe we would have to migrate to haiti in search of food and money, but if the international community leave the problem to D.R. alone, or to both country by themselve, we are not going to see the light at the end of this tunnel called misery.
It doesn't take a GREAT thinker like you to figure this one out.

Leonel should back down from that deal and get the loan from someone else that do not have an ultimate motive beside financial gain.

THIS IS A FAUSTIAN PACT! And the one to loose will be the Dominican mass.

France wants to look altruist, showing off by trying to do something good for the Haitians. France wants to make up for whatever happened between it and Haiti on our expense, on our sovereignty.

What is going to happen next!? France will ask from us to do what they want to do or they will ask for the money back at an unreasonable time.

If lines are built oil import bill should go down.
Fact is France needs jobs right now and there may be a good deal....

An example of a default is Argentina in 2002. World capitalist sytstem is unstable and countries will default from time to time. Since 2005 poverty has considerably reduced in Argentina.

Default is when a country no longer pays interest and/or capital repayments on loans. The bonds it has been issued although highly decorative are worthless. Russia had a default in 1998.

If a country borrows lots of money, say to build a metro, then defaults the country gets the asset for near nothing. If it borrows in dollars and and mines gold to pay back if the dollar price of gold increases by 100% it only has to pay back half the amount of gold that it could have bought when it borrowed. Of course the DR has lots of gold in the ground and with friendly nations such as Venez it can pay back loans with food/ tourism etc. One time in my home town a company sold Poland some radios and took bacon in exchange. For a time there was a lot of Polish bacon in the shops.

Jobs for France and DR - Metro will have construction and running staff in DR. Replacing car journeys will save imported oil. Its true rickshaws might provide more jobs and save more oil but special rickshaw tracks would be needed. Bicycles also would save oil but not necessarily create jobs.

Everybody is entitled to an opinion, here's mine.

I THINK I GET IT NOW.......
I really don't believe the DR has that much gold left to begin with [gold the international currency], much was taken by the Spanish in the early 1500 century threw slave labor and is somewhere distributed all cross Europe. Greed repeated in Mexico, Central & South America.

The idea that gold is some what plentiful and still waiting to be found is enough to let "Da Money loans roll in", with false hope of being re-payed back plus interest and in the end the People get it in the end literally.

Question: what happens when the value of Gold drops internationally [ I predict in the mid to late first quarter of 2010] and with not much gold found in the DR ?

End result CHANGE "The Oh'Blama way" MORE NATIONAL DEPT.

I HOPE I'm wrong. GOD save the DR from those who seek to control every aspect of our lives thus rendering us controlled and totally dependent.

That sounds great, but.....
Temporary jobs for Metro construction for the locals, then what.
Why not go the route of the monorail ?
Why not build a bicycle factory in the DR ?
Why not build badly needed roads and fix the existing ones.
Adding more, and more and more without the thought fixing the DR's infrastructure does not make economic sense.

Schools could grow the bamboo and as part of their craft studies children could make them saving imports..

In the reference I gave you Argentina's poverty is reduced a short span after the default. When a default occurs people actually have to grow things, make things rather than strut around university campuses learning law, ride in their SUV's and go to fancy restaurants eating imported food. not so bad an idea. Motor cycles I see coming in are pretty well knocked down - dealers assemble. A high degree of automation and continuous 24 hour production is needed to make say engine parts or press frames - difficult for a small market. Its better to tax imports so existing imports are repaired for a long life, say 10 years plus for a motorcycle, 20 years for a car.

I bought a ches\t freezer for my new business makde in China and it incorporates some nice desing features. Empty the, the worst case condition for a freezer, at approx 30 deg ambient and with inside temperature of -20 deg. C. it used .7 kwh /day. Not so bad. If the government had a small team going round advising on energy efficiency I'm sure they could close one power station. Energy efficient light bulbs are mandatory in Europe - for example. One hear's horror stories of one small restaurant seating 8 having 6000 pesos ( at 13 peso unit ) electricity bill per month.
