SANTIAGO.- During the expanded Cabinet meeting held yesterday, president Leonel Fernandez announced an strategic alliance between the Government and the city councils to start a plan to pave streets, and build sidewalks and gutters nationwide.

The chief executive said he’ll meet with all of the country’s mayors after Easter to discuss how the plan will unfold. He said despite that street paving and the repairs of sidewalks and gutters is the responsibility of the City councils, the Government agreed to carry out those works.

"I believe that in that manner the country can feel the response from their institutions before the legitimate and valid demands which we’re going to satisfy fully."

Fernandez said Dominican Republic must remain calm to guarantee economic stability and to reactivate growth. “If we can sell ourselves as a safe place for foreign investment, the situation of an international crisis can become an opportunity for the Dominican Republic."

The Head of State said that faced with the international financial crisis that affects the world’s major economic powers, his Government works to bolster national unity. "That’s what we’re doing with the popular measures of the Summit, dialogues, and the daily work."

He said the country seeks financing from the Inter-American Development Bank, from the Andean Promotion Corporation and the World Bank to be able to close the gap between the projected income and government expenses. He also said the measures to lower bank interest rates will contribute to stimulate production and national productivity, guaranteeing food security.

Cabinet Reports

During the Cabinet meeting the governmental officials rendered their respective reports on adherence to the agreements reached in the first stage of the Summit of National Unity against the Global Economic Crisis.

Fernandez also announced the visit by an official commission to study the viability of a street car for Santiago, announced by the City Council.  

In that regard Santiago mayor Jose Enrique Sued, who participated in the meeting, asked Fernandez for a tax exemption for the equipment that would be used for the railway project which seeks to improve the city’s rapid transit system.

Damm can you throw in some "Street lights" in there aswell, i hate driving a night, cause the majority of all the motodrivers in betwen Sosua and POP do not have taillights, or car drivers do not like turning off there Head light regardless of the oncoming traffic.

When the oncoming drivers do not dim down thier head lights, I turn on all of my super white lights even the ones that I have on top of the roof for off road... Its like looking into the sun

Now this is GREAT news. I hope that they also come up w/ a MAINTENANCE scheme, b/c everything looks nice when new, but it's the maintenance that will allow these types of infrastrucuture projects to flourish.

On another note, I wonder if they'll pave country roads.

You hit the nail on the head. Without the maintenance aspect of the problem-things will never get better. Or more precisely, if there had been a maintenance program perhaps the streets would not be in the shape they are in.

So, Time, you repay an ill, w/ another ill... Do you think that's going to improve people's behavior, or encourage people to get their own "super white lights"?

Don't want to read to much into Time's behavior, but what we need instead of solving these problems "privately," is to enforce "good driving" priactices by starting to fine "rude" drivers... But this is a dream.

I agreed with you with "good driving" practice an all, but a good amount of drivers down here buy there license, they do not have to pass any exams.

That's one way, will. Didn't say it was going to be easy, just that it may be a way of addressing "bad driving" and "bad/dangerous manners" while driving. Beyond the lights issue, it could address be reckless driving and throwing garbage out of a vehicle.

Perhaps undercover work may help and a public advertisement campaign letting people know that these new rules will be enfroced. You can give drivers a warning the first time, and the second time give out fines.

But you're 100% correct, the state would have to build capacity to do anything close to this. Then you'd have to address abuse of power by the police, but that's another matter...

I recently bought a car after using taxis for 2 years. I predicted, at the time, that I would either be dead or in jail within 6 months. It might be less, based on these new blue, yellow, and pink headlights that every idiot is now installing so that they are "in fashion". It was bad enough that previously people always used their brights at night even though they were blinding oncoming traffic. These new lights on high beam are much more blinding.I looked it up and these painted high density lights are illegal in the US. They might be illegal here, but with no one to enforce ANY law, what's the difference.

i gotta side with xwill7 on the lights thing...you gotta use your brights. it's crash or be crashed into. it IS good for campo crusin' and between STGO and La Vega, its's kinda dark. sorry, but i wanna see AND be seen! plus they look hot! jeje but seriously prez leo...kudos on the streets fixin' up thing. next on the list, street lights. get to it when you have time, but it'd be appreciated. the road to improvement can only be made step atta time...chill out haters!

Mr Leonel now don't go out loud and waste all the tax money on stuff we may not need right now remember we still other stuff. Aqui ay mucho chupasangre que piden mucho. We need the roads first then we can work on the sidewalk. And can you please go outside the capital for a second and remember that the are other province here in DR.

When you're talking about installing street lights, are you referring to lights in the city? I cannot imagine lights along all the roads connecting towns and cities. We don't even have those here in the States. The cost would be prohibitive. In my county if we want to have street lights, we have to pay for them annually, otherwise we would be in total darkness. Believe me there are some neighborhoods where it is pitch dark at night because they are not willing or can't pay the annual fee.

juanb: santiago has a ton of dark city streets. i'm not doin' it to look cool, it's purely functional. and how am i any more dangerous than the morons that have non-working brake lights or other crap added to/wrong with their car? you gotta drive defensively here!

amber: yeah, i'd be cool with lights in the city, not necessarily along every road connecting towns and cities, but anything would be an improvement for sure.
