SANTO DOMINGO.- Hacienda minister Vicente Bengoa said the French Government today offered to lend Dominican Republic US$100 million for environment and water projects.
The official said the loan would be financed at 30 years, at the Libor rate plus 0.75 percent, which is currently less than 3.0 percent annually. “It’s an extremely soft loan which is currently very difficult to obtain, even in the multilateral financing organisms."
In a statement, the Hacienda Ministry said Bengoa met with French ambassador Roland Dubertrand and other officials from that country. “We have serious difficulties to access financing in the international markets because of the global crisis."
Dubertrand stressed the importance for both countries develop projects to conserve the natural resources and protect the environment.

As long as they do not outsource the work to a foriegn company, this should be ok. Let the money stay in DR so it can flow into small businesses

Clearly an overt action to further mortgage Quisqueya, and to create additional opportunities for govt waste and grafting. Mark my words, there will be nothing of substance built or fixed with this money. However, there shall be some additional nice cars rolling in the streets of Sto Dgo; also, there shall be many more "queridas". Unfortunately, those who will be saddled for many years with the repayment of this loan don't have a say in the matter.
Darn French, what's in it for them? Any ulterior motives, huh? Are they trying to finish what they started a couple of centuries ago and fulfill their dreams of colonizing and controlling Saint Domingue? Don't take the money unless it is an outright grant. I shall remain skeptical of this transaction, as I simply do not trust those involved.

This is a good start , Next step should be French know how to built and maintain atomic power plants in the entire Island Directly from them and by-pass those thieves politicians,that only take the money to invest in FL. Am all for the loan providing it is control by the lender as is the VA guarantee loans for ex soldiers vetran who seved their nation in the USA. I brought that about to show a guarantee loan by the French Gvt could be obtain on their condition for any amount of money by a private lender in France supervised by them as not to fall in the hands of the unscrupulous Dominican politicians. In fact all the iternational loans should be like that at low interest and 30 yeras like a mortgage loan. This way you keep the world bank as well as the imf out of bussiness and no commission or kick back.
