President Fernandez in Madrid today.
MADRID.- Dominican president Leonel Fernandez and Spanish Government chief Jose Luis Rodriguez Zapatero today signed a document to prevent double taxation on companies from both countries, and renewed their cooperation agreement from 2009 to 2012.
Fernandez met with Zapatero in the Moncloa Palace today, the second day of an official visit to Spain, to conclude Friday and in which the Caribbean leader expects to attract Spanish investments to his country.
Both chief executives stressed the excellent relations between their countries. "We’re in the golden age of the ties between Dominican Republic and Spain," the Dominican president said.
The Fernandez and Zapatero signed a document to prevent double taxation on companies from both countries, as a first step prior to signing an agreement to be ready in an unspecified date.
The agreement will prevent companies and legal people from paying double taxes on income, which in Spain’s case, with a strong business presence in the Caribbean country’s sectors such as construction and tourism, will benefit investors.
“It supposes a definitive advance for the conclusion of the future agreement and therefore prevent double taxation, in line with the G-20 agreements," Zapatero said, and that Spanish companies "want to extend their investment horizon and presence" in Dominican Republic, especially companies linked to renewable energy. "It’s the high-priority field in which our companies will work in the future in Dominican Republic.”
In that regard, Fernandez also stressed the importance of investments in addition to tourism, of renewable energy such as biofuel and mainly wind energy, of which he said two projects to generate the first 100 megawatts in his country are already being built.
As to biofuel, Fernandez said a project is underway to plant jatropha and extract a new fuel from that variety.
He also thanked Zapatero for recognizing the work by Dominicans who live in Spain, “they contribute with the progress and advance of Spanish society."
Fernandez, who again asked for Haiti’s inclusion into the Iberian-American Community as an act of "historic reparation,” will visit Salamanca today, where the University of the same name will bestow the title “Consigliore of Honor," and will be the City’s "Distinguished Guest."

Forget about it. This country is set up to fail. I just got charged $400 by the aduanas. Not for the shipment, that was the charge for processing the paper work. Paper work!!! No wonder all industry has either left or is leaving.

Josean taste my pipe! DR will welcome Spanish investment and we have to watch out for is that the Spanish entrepreneurs do not go hiring the cheap labor from next door otherwise this agreement will catalyze the Haitianization of DR!

Economic crisis will last 5 years
Speaking in Madrid yesterday, President Leonel Fernandez said that the global economic crisis would last for five more years, but would also give rise to a new economic era based on environmental conservation and technological advances.
The Dominican President, who is on an official visit to Spain, commented that the worst of the crisis has passed, although he observed that recent statistics indicate that the immediate situation is not promising, especially in the so-called Euro Zone and in the United States.

Metro feeder routes in limbo
The absence of feeder bus routes for the Santo Domingo Metro is causing frustration for users of the new system. Many do not take the metro because they have to pay two other fares to get to their final destination.
Since the Metro began service, to the delight of many, the Transport Reorganization Office (Opret) has been promising that feeder lines would begin operating "soon". Several months ago, according to El Caribe, shortly after the Metro began running, the paper reported that hundreds of passengers, while enjoying the Metro, complained of the expense of paying buses and motoconchos just to get to the Metro station. Nearly four months later, residents of Santo Domingo North are still waiting for the "soon" promised by the Opret.

The newspaper tried to contact Opret assistant director Leonel Carrasco, to ask him when the feeder lines would finally begin to operate, but he was not available for comment.

Double taxation agreements between countries are very very common so this is nothing unusual unless the details are different to most ...I should imagine that the profits made by spanish companies in the DR will be taxed here at the dominican rate and will not be assessable income in Spain,,An international company will try to manouver it´s assessable income to the country with the lowest tax rates by means of management charges, hiring charges but in most countries the compliance division of the Taxation office will audit the company accounts to ensure that all is fair ..There is no evidence here that the President is doing anything unusual or detrimental to the DR

Leonel is not the only person to suggest that the worst is over ,,and I think that he may be correct but although the fall was fast , the recovery will be slow ..that is what the stock exchanges around the world appear to be saying ..
I remember when the underground was being built from Chowringree to Tollygunge in Calcutta ,India,more than 15 years ago, when that city had the same problems as SD has now and everyone was going crazy saying the money should be spent in other areas but It has made that city very liveable for a large number of residents
The traffic in SD is a nightmare and some form of rail transport had to be installed ..and although I like the overhead trains in Bangkok more , at least something has been done to alleviate the transportation problems in SD , which now houses more than 50% of the country´s population
