Santo Domingo. - The talks between the Dominican and the Venezuela governments over the sale of a stake in the country’s only refinery aim to guarantee a permanent fuel supply and dispense with fears of shortages when storms and tankers delays occur.

A National Palace source said after the negotiations the government will still control the Dominican Petroleum Refinery (Refidomsa), different from what occurred with the previous partner, whose decisions predominated. “This it will be an agreement between two States, that is to say, that does not matter if Hugo Chavez leaves the government, it is an agreement that will be made signed properly, and what it is agreed to properly it will be fulfilled and it is not truth that the national sovereignty is in game”

On Friday president Leonel Fernandez went to the 6th Petrocaribe Summit in St Kitts and Nevis, where the possible sale of 49% of Refidomsa’s shares was reported.

As part of the Summit’s results, the Petrocaribe Member States agreed to expand the region’s hydrocarbon supply infrastructure and bolster investment in electricity generation.

Some sectors in the country, economists, industrialists and even the Catholic Church, have expressed their opinions on the possible sale.

Cardinal Nicolas de Jesus Lopez Rodriguez, Catholic Church’s main spokesman, demanded transparency in the negotiations.

You know, Hugo owning the Refinery is just paying back the debt we owe him........
Next thing you know we'll have Citgo stations all over DR....
I am not mad at Hugo for this at all, LF if anything is to blame.
Hugo has been trying to help Latin America .... Unlike the U.S. killing us.....

Frankly if anyone should be worried about getting screwed it is the Venezuelans. As a matter of fact I can see a number of ways in which this could be a really good deal for the DR. For example:

1) The refinery is a scrap heap. We bought the 50% of it for a price that no private company in its right mind would ever pay for it. So what is it valued at in its exchange to Hugo? $110 million worth of oil only costs him about $50 million. He gets his commission through his people and we get $110 million worth of oil that we were going to have to buy anyway. Ha ha; jokes on him.

2) OPEVISA, this the thing that last year the Central Bank tried to sell 5 times and each time declared the bid "desierto" because they didn't get the price they wanted, $25 million. It is maybe worth $4 million and a whole new one would cost about $8 million to build. So, once again, did we trade that worthless crap for $25 million in oil? Good deal I say! Good on ya Bengoa. Segura would do well to take notes.
