BOCA CHICA, Dominican Republic.- The president of the country’s biggest power company affirmed Monday that if the Government pays what’s owed the generators, the blackouts would stop at once.
AES Dominicana president Marco De la Rosa, in a press tour of the AES plant in this resort town, said the blackouts aren’t the result of the generators’ deficiency, but the lack of payment, a situation he affirms can’t continue, because the Government owes the generators US$555 million.
The executive said US$262 million is owed just to AES-Andres, of which US$73.77 million was frozen since 2004; another US$4.51 million pending since 2008, and so far in 2009 the distributors owe US$183.97 million.
De la Rosa said AES owns the plants Itabo 1 and 2 and Los Mina 5 and 6, which supply 37% of the country’s energy.
He added that when AES Dominicana purchased the Itabo plants had only 35% of their output available, but after an investment of more than US$200 million, they reached 80%.

The only people who steal are the rich. A poor person has what maybe a couple of lights, a radio, not much else. The rich have a lifestyle like the U.S. all of the comforts of home. When the guy comes to read the meter they just give him a tip to read the meter wrong. Or run a direct wire from behind the meter thus bypassing the meter. Many old tricks. Hell, I have even seen them bypass the water meter so they don't have to pay the water bill.

Figures. No bigger thief than the Government. Just another group of people who think the rules aren't for them.

CaptRob ..stealing of electricity is a game practised by may people from different income levels and I do not believe that the rich hang around every day in case the meter man is coming but having been a victim of a neighbour stealing my water and my electricity , I now know all the tricks that they play but I agree with BASTA that it is the left hand stealing from the right

They don't have to hang around. that is what the watch man is for. You never left a cold six pack in the garbage can in the U.S. for an extra pick-up ?

“the Government owes the generators US$555 million.”
Let me see:
$750,000,000 dollars wasted on the METRO
-$555,000,000 owed the generators
=$195,000,000 leftover enough to build a few schools and have electrical service 24/7!
From: United States
josean I agree stable electricity would do the country more good than the Metro. LF would have looked a lot better to his people and the rest of the world for fixing the electrical problems in the country than for building the Metro as well. Just another poor decision.

Look at the Free Trade Zones. All empty. Why ? Have to spend at least 100,000 dollars to buy a gen set to run their plants. Not so in Central America. We have the highest elect. bills in all of Central and South America and, they still can't keep the power on. Plus it does not help when they steal the power lines for the copper, man hole covers for the steal. Or the guard rails on the interstate hiways. Go to the recycle plants and, arrest the owners. they did this in Florida for stealing the Aluminum guard rails. It stopped in like one week.

Could say the same for the U. S. I say term limits. 8 years 4 years in office. 4 years in the federal pen.

Ask yourself what was the real reason for building the Metro? Is it just another monument like Faro Colon that serve's no practical purpose? Did certain individuals become wealthy for getting costruction contracts and later paying commissions for the contracts? etc... etc....
It obviously is not paying the cost to build and run itself.

Santo Domingo can reduce massive amounts of internal trafic by having a highway that circumvents the city for vehicles that don't want to go to the capital but are forced to cross the city in order to continue on thier way east or west.
Also move the govt. buildings onto this perrimeter road so that people that need to do govt. bus. don't have to enter the city. It's bad enough that to renew a document or to do a simple task you have to drive from Manzanillo, Samana or Punta Cana. I recently drove from Punta Cana to the Santo Domingo ONAPI office to do 20 minuites of business. Talk about a waste of gasoline and time plus adding to the trafic problem. Proper city planning is not a luxury, It's an obligation!

easyrider;
Better yet, have sattellite offices in Mpntecristi, Santiago, Puerto Plata, Samana, and southeast to accomodate the population renewing their residency, cedulas, getting birth certificates, marriage certificates and all other "Official" documents.
The habit of concentrating all these federal services is stupid and totally unnecessary, besides which, it would spread the money around where it is needed.
