SANTO DOMINGO. – Treasury minister Vicente Bengoa on Friday said the Dominican Government hasn’t been officially notified of Venezuela alleged discarding the purchase of a 49 percent stake in the Dominican Republic´s only refinery Refidomsa.
In a statement, Bengoa said he´s been in permanent contact all week with Venezuela Petroleum (PDVSA) vice-president Asdrúbal Chávez, who together with Venezuelan Energy and Petroleum minister Rafael Ramirez, have led the negotiations to acquire the shares.
He said he’s been coordinating the arrival and transports of one million gallons of fuel to donated Haiti, with PDVSA´s vice-president all week.
He said Asdrubal Chávez´s arrival was slated for today, to coordinate the details of the fuel´s delivery, and to sign the agreement, but the official´s assistant called Thursday afternoon to cancel, alleging that president Hugo Chavez commissioned them to attend Bolivia reelected president Evo Morales´ inaugural.
Bengoa added however that the assistant affirmed that the Caracas officials would come to the country before January 26 for the signature, but Ramirez is precisely the one, according to the wire service, who revealed president Chávez´s loss of interest in the deal.

I don't think this is bad news for DR at all since we already had local investors interested in buying the 49% of REFIDOMSA anyways. Is better is the owner is a local investor than Hugo Chavez.

Local investors have proven time and time again, to be more concerned about getting concessions, monopolies, and freebies from the government.
Don Rafael Herrera, past editor of the Listin Diario, and DR most respected journalist said to me once, while I was pushing for privatization of state owned enterprises:
"Son, let the state keep them, cause if they sell them they will be nothing left of Trujillo's inheritance to the people".
At the time I thought he was out of sync with "modern times", but his words came back a few years later, like prophecies being fulfilled. The state gave away the state owned enterprises in dubious contracts to private enterprises, some where mismanaged and sold back to the state (power companies), others just disappeared (sugar emporiums), and others were sold for nothing to
predatory businessmen that made the business deal of their lives.

I see your point but to me is easier to trust the Corripio Family than Hugo Chavez agenda on his lefties policies.Refidomsa could be in the hands of 3 devils 1. Dominican gov. 2. Corripio family and 3. DR gov and Hugo chavez and I personally take my chances with Vinici/Corripio family over the other 2 choices.I'm just picking the best scenario out of the 3 bad options.Everything the DR gov has been able to run has managed to run it into the ground.

I would rather 100% of the refinery was sold to a heavy hitter from abroad, that was willing to make the necessary investments, to update the facilities so the DR will be self sufficient in petroleum products and we would end importation of refined fuels.
This of course will take a great negotiating team from the DR government, that could be trusted not to sell us out or ask for their "baksheesh", which is highly unlikely in these times.
I could volunteer to be in the negotiating committee at very "reduced" rate. LOL.

I personally too have reservation to the Vinici due to past events and fuzzy news that still need to be cleared in their business practices.To me the Corripio group is easier to trust but I do trust Vinici more than the DR gov because I have seen their movies before.To me the state should either make refidomsa a priority or sale 100% to a heavy hitter who will put the money needed to make it growth and more effective.I just don't trust Hugo at all since this is not the first time he reacts emotionally instead of politically to actions of other governments. I know his choice to drop the deal was based on the political fight between left and right and we shall not trust people like him owning companies as important as Refidomsa to the state.

It is all very well to say that the state should own the entire refinery but do they have the expertise to do manage it in a productive way . Seems strange to me when most of you have only bad words about the government that you would think they can run a refinery alone as well as they could with an oil company .
