Santiago.- The industrialist Manuel Estrella yesterday proposed dealing with five obstacles to launch a fourth big wave for the industrial sector’s development: the electrical problem, access to financing the sector’s integration, labor reform and to refocus education towards basic sciences.
He said throughout the years the country has had lights and shadows, with authorities which instill confidence, macroeconomic stability, advance of the feminine sector, but with expensive and inefficient electricity which hinders the economy’s competitiveness.
The business leader cited as an obstacle the lack of competitive financing for companies, with shades of a autocratic, inefficient, capricious and arbitrary bureaucracy which stymies and discourages investments.
Speaking in the conference “Perspective of the North region industrial sector” to mark AIREN’s 25th anniversary with president Leonel Fernandez present, Estrella called the poor education another shadow, with a mostly semi-illiterate population, without technical training in leading edge technology and incapable of qualifying even for menial labor in modern companies.
He said the increasing crime wave has dominated the interior and the cities and has placed the judicial system and police in check, and scares away capital and discourage investments, adding that the Labor Code needs another amendment
In the event held in the hotel Gran Almirante, Estrella said he supports the Free Zone business leader Felix Garcia’s proposal to build with mixed capital in Santiago, a 200 megawatt power plant and which can reach 500 MW.

Good points Manuel Estrella. And LF, before you go off on "we first need an Educational Theory" nonsense, how about a basic simple theory that has as its goal:
1. Good fundamental instruction in the core subjects of
1. Math (basic to advance placement),
2. Science (Geology, Chemistry, Physics, Biology,
3. Spanish (basic-advance literature and composition) and
4. English (basic to advance literature and composition),
5. History( national and Global),
6. Arts/Music (from basic stick drawings and basic music understanding to theory and composition)
7. Physical Education (individual life training in good health practices and team oriented sports.
Draw on the extensive network Dominicans have established in the outside world. Commit to a National Program that helps individuals and groups share valuable resources, grants and investments from aboard to individual schools and districts in the DR. You'll be surprised how many Dominicans and foreigners

will facilitate this course of action. DR is not such a vast nation and populated area that a few thousand well intended individuals and groups will not have an immediate and beneficial result. But you must act to ensure that this process begins and stays on course. And investments are crucial to ensure that the basic foundations are established. 4% of the national budget is just the start!

All the school in the world means nothing unless you think the right way. Always focus on the goal or reward and nothing else. Everyone in the DR says " No Problem " You have just focussed on problem , " My Country is very poor " , " All the politicians are corrupt " , "I have no money" and and and . God gives to those who in there heart are greatful,happy, truthful and think about all the good and never the bad. All the free world founding fathers of every country in the western world knew this was as important as an education. And stop eating fried salami

well, the world will end sometime tonight. i actually agree with Atabey on something. not only the idea, but its details. when i have to listen to 12 adults arguing over whether Africa or the United States is the richest country on earth, i know that we are at critical mass, and something has to be done by way of emergency.

that is a crock of horsecrap. that would mean that only about one in ten people is an illiterate. we all know better. i guess that he is using the most rudimentary definition, to include people who can cobble letters together to sound out a word.

Well done, Manuel Estrella. Education, thats what we need people with enought knowledge and well educated to run the country. Because what we have is a bunch of morrow with no college degree and police and millitary officers that haven't yet completed they High School diploma. a they trying to run a country without knowledge. We don't live in the 1940s anymore. Walke hell up.

I think obstacle number one is corruption. Most of our other problems will never go away with fixing our major corruption problems. Bribing the police, judges, or anyone seems like a common activity in our country. It is rotting us from the inside out and our leadership is so corrupt they don't care. It is obvious.

The thing is, these are very well known problems in the DR for over 30 years now, and still nothing has changed.
I would put a great emphasis on the electric sector (to ease the difficulties of the industries and the population) and education (will produce better citizens). The rest will come with those two.

Yes, Lovingit. This should be grounded in the home environment, but further nurtured in the schools by way of community services. Have youngsters go out and instill in them a love of nature and environmental preservation. As these behavior modifications take hold, more Dominicans will exhibit good practices throughout their lives. Benefiting themselves and the nation-state in the process.Tourist will enjoy their stay in DR all the better. Tourist dollars/Euros will then flow throughout the entire nation and not be concentrated along certain poles.
The Adult component to the National Plan. This is vital because it helps integrate the previously poorly educated population of Dominicans. Helping them secure some measure of an educated existence will greatly help the overall plan of action. Educating the functional illiterate population will help turn the tide against the anti-intellectual climate one encounters on the part of many poorly educated Dominicans.
