Santo Domingo.– The proposal for a National Development Plan for 2010-2030 is ready for discussion, said Economy and Planning Minister Temistocles Montas and PUCMM university director Monsignor Agripino Nunez Collado.

According to Montas, this is the first time that politicians have agreed to discuss a development plan outside a political or economic emergency. "Fron now until the elections, the main political parties representatives will only discuss the technical aspects of the plan to avoid tainting the discussions with party politics."

According to press reports, the project will be ready in July. The plan includes four main points: improving state institutions, social cohesion, creation of a framework of macro-economic stability and promotion of environmental sustainability.

Obras Públicas ni el ADN saben cuántos edificios de gran altura existen en Santo Domingo


Ni el Ministerio de Obras Públicas ni el Ayuntamiento del Distrito Nacional (ADN) tienen control sobre las torres existentes en Santo Domingo, ni de las que están en proceso de construcción. Se desconoce quién las construye y quiénes son sus propietarios.

A pesar de la existencia de más de 400 edificaciones de más de 10 niveles, no fue posible encontrar registros sobre estos edificios en esas entidades, lo que muestra la falta de control sobre estas inversiones multimillonarias. Tampoco pudo obtenerse la información en el Cuerpo de Bomberos.

Although the Ministry of Culture had banned two characters parading carnival on Sunday in the National Carnival Parade, today Piro Artist Espinal announced the exhibition of these two troupes in a large regional parade.

The two characters that were prevented from being displayed at the Avenue George Washington as "The Puppeteer", which supposedly refers to the cardinal of the Catholic Church, while the other is "sold out five and taking ten", which expresses and in the country judges and institutions treat drug dealer, specifically the case of Jose D. Figueroa August.

The prohibition of these characters in the national carnival, are based on satire to criticize the mismanagement of justice with the case of Sobeida August and Felix Figueroa.

The National Strategic Plan (NSP) is NOT ready for discussion. Written under just one scenario, which could be the Ostrich Scenario, the draft of the NSP will lead us to preserve the status quo. Before proceeding, there is a need to change the methodology and the design of the process to enable a robust NSP. Introducing those two essential changes, at least a second one must be considered, which I suggest is the The Geese Scenario.

How the parties intend to arrive at a consensus over what will be "best for the country" (read that as "best for the party in power") is beyound me.
At present, one can count in the hundreds, the number of unfinished hospitals, schools, roads repairs, bridges, etc., etc. that are laying fallow because they were begun by another administration who just might get credit for their completion.
Until the "Government" can establish a "budget" for Public Works that is of a continuing nature, regardless of the originating party in power, the promised fulfillment of a productive construction effort will be just a series of empty words and unfulfilled dreams.
There's an unfinished, much needed hospital in Manzanillo started by Hipolito whicdh concrete blocks and cement is rotting away and being destroyed by vegitation. Last time I saw it, the walls that were formerly intact were going to pot. MONEY WASTED because the POLITICIANS don't really care.

The unfinished works is a very good budget issue for effective action. That will only be possible with a cultural transformation.

The most important strategic issues already in the NSP seem to be fine. The problem is the emergent strategy, which is based in a broken arrangement of silos of power, instead of a system.
