So I guess this dog has some bark!
But I want to know some details: The phases, the cost breakdown, etc.
This plan is similar to one advanced by the Galviria's Administration back in 1991. The USA is concerned about the direction that Chavez is taking Venezuela, and wants to secure the Colombian economy. One important way is to make Colombia the gateway or critical energy link with Central America and the Caribbean. If the US and Colombia can convince the governments of these areas that their long-term energy future is better and carries less risk than with say, Chavez' Venezuela, then this Mega Project can secure enough demand for the billions of dollars of expected investments in construction. For Haiti it would mean so long to cooking with charcoal, finally a reforestation program can happen; the DR it means a secure energy pipeline. Now I hope they can administer this project without all the "botellas."

Get real, DR can't manage its energy sector and you seriously think a nuclear option could ever happen?
As for this Colombian deal it has many attractive pieces for many different players:
1. The US needs to check Chavez and his attempt to create further problems in the region. By promoting this initiative the US checkmates Chavez.
2. Colombia has been under economic siege by Chavez for allowing the US to use Colombian territory to set-up military bases. Billions of lost business has been shifted by Chavez from Colombia to Bolivia, Ecuador and other countries that support Chavez. By promoting this energy deal, the US and Colombia help to secure a significant measure of economic support for Colombia; billions will be needed in the building of such an extensive network.
3. The building of the energy network will eventually include Venezuela. So this deal is not opposed to the long-term interest of even that nation.
But we need more detail to see if this

Would it not be cheaper in the long run if countries like DR & Haiti start to invest in Solar and wind energy like what is happening in Europe and California in the US. Is it not wiser for these countries to try to be energy independent and move away from the oil derivative power supply.

Dread,
I agree look at my post above. This energy initiative might very well happen because the US has a strategic interest in helping Colombia weather the economic blackmail that Chavez is playing. It also plays into US designs to have all these small nation-states webbed together in an energy network that basically ties all of them into an energy community. The costs will be an issue, but the peak oil years are said to be behind us, and gas supplies are still underdeveloped, in fact much of it goes to waste in Colombia,Venezuela, the M E. So bonds to finance this project appears doable, and remember that the C. Amer route is largely over land, not water; so this leg would be far cheaper to run say than the undersea network to feed Haiti, DR, and PR.

What some folks fail to understand is that there is an on going battle taking place between Chavez and the US for influence in the Caribbean Basin. While this may appear to have no relations to DR and other concerns, energy is a critical part of the future for any state. There simply can not be long-term economic expansion without reliable energy inputs. Chavez long ago recognized that his attempt to cause problems for the US and its client states in the region rested on his country's vast energy capacity, and that his foreign policy would use this weapon to inflict damage to the Great Imperio to the north. While it's certainly the case that this network is expensive and will take difficult negotiations, the stars appear to be aligned for its fruition because of the strategic nature of the threat posed by Chavez to US interest. Cuba is fast becoming Chavez' main buddy in setting up the nexus of a dictatorship in Venezuela and has extensive knowledge and expertise in this area

of operation. There are tens of thousands of trained Cubans "helping" Chavez establish his energy foreign policy vis-a-vis US interests. The Colombian energy initiative is at least twenty years old and was first advanced during Galviria's Administration in 1991. The CIA worked on it and the initiative gained little traction then largely because of the early 1990s recession and the relatively low oil prices during this period. Now that the oil market situation is right, and with the rise of Chavez and his ALBA partners causing mischief for US and client state interests in the region, the Colombian energy initiative appears to have grounds for implementation. The situation in Haiti just added a, albeit humanitarian, consideration to this potential project. Finally, if the situation in say Venezuela, civil war, or Iran, war, occurred in say 2 or 5 years, the regional effects of that terrible conflagration would be ameliorated by this Colombian fueled network.

Forget the CABLE. It will never happen. Anyone spending time with this notion, is just spinning their wheels. The DR should have a long range plan for future electrical requirements and growth. The idea of building a large power complex at Pt. Caucedo ajacent to AES Andres, that is fired with NG would be interesting. The fuel storage infrastructure is in place already, just build more capacity and with time begin demolision all the older/obsolete units in Haina/PP/SPM/Falcondo & power barges. Upgrade the national grid and strictly enforce collections will have to be 50% of the plan. Forget Haiti, let them or the UN worry about their own Electrical Power.

The commission investigating the mysterious flight of an airplane that left from the Joaquin Balaguer International Airport at El Higuero last month with Port-au-Prince as its main destination, but which turned towards South America in mid-flight, is also looking into the disappearance of another plane that entered the country in the month of December and has disappeared "as if by magic".
Diario Libre reports that the missing plane is a Cessna C-210 (tail number N2066S), which arrived in the country through the Cibao International Airport on 7 December from Providenciales in the Turks and Caicos.
