SAN FRANCISCO, Dominican Republic.- The Regional Development Council (CRD) proposed to Haiti president René Préval and Dominican par Leonel Fernandez to assume the construction of an international railroad to link the two countries, as an essential structure to spur both nations’ development.
CRD executives consider the infrastructure urgent for human development and progress in the Dominican northeast and Haiti’s northeast regions, “and in the same manner motorize their insertion into the new formulas of world economic production and market.”
The design of the Dominican Republic -Haiti railroad, in addition to being an effective way to link the two regions, would contribute to human progress, trade growth and development for both countries.
The studies on its construction and design stress the links of Dominican Republic’s South and East and Santo Domingo, with the Northern regions, until reaching and crossing the border with Haiti.
The proposed railway would modernize and use the grid of railroad tracks in the sugar cane plantations in the South and East regions, whereas the South region with reach Port-au-Prince and link the ports of Sans Soucí, Haina and Punta Caucedo.
The proposal was made by DRD executives Manuel Núñez Yapor, Frank Sanchez Mena, Jaime Antonio Marizán and San Francisco diocese archbishop monsignor Jesus Maria de Jesus Moya.

Hopefully this system will allow the working class and middle class access to each others markets. What I fear is that it might become an enormous conduit that overflows the DR side with desperate Haitians fleeing their dire circumstances. That's why I stated that a modern and professional system for handling this flow is a necessary component.
At some point in the next two years, DR will have to start on a campaign that modernizes its system of citizenry and Visa or workers' Permit certification. If this does not take place then kiss good bye to any chance of managing this colossal dynamic. Within a decade, there will be no turning back, and the de facto not the de jure unification of the island will be at hand. I still can't see how LF could not entertain the US and Euros with a plan that allowed for Haitian workers to work in DR under a workers' permit system, while mitigating the enormous costs to DR by allowing their families to cross over into DR.

since we are putting idea out, here is mine. why dont we build a tunnel to Puerto Rico,,we have more business with PR. and why stop there build another tunner to link Haiti and Cuba and Cuba and the Yucatan Peninsula(Cancun) The Tranoceanic Carribean Highway. this way price of food and shipping will drop by 50%

In my opinion this is a good idea once all the billions of dollars promised to Haiti by the International community are invested in Haiti and once Haiti has a strong democratic government established. This is a great project. Leonel Fernandez is a genius. He understands that in order to eradicate the Haitian problem, he has to help that country stand on its feet. A couple of months ago, petrol found in Haiti made the headlines. In order that we can take advantage of their natural resources, we have to give them our support. Haiti, for the next decade, will be a construction site and a lot of Dominican companies have already gotten contracts there. This project will facilitate Dominican companies and contractors to get a huge chunk out of the billions that will be disbursed soon. The world is a village now. Protectionism is almost a word of the past. Look at the european union made up old ennemies. Look at the relationship between the US and England. Look at the trilateral accord two weeks ago among China, Japan and South Korea. The barrier of close-mindedness has fallen. It's now time for countries to flourish through measured alliances and shared resources. This project got my OK.
