Santo Domingo.- The Environment Minister affirmed Monday that the country’s sectors of power need to abide by the laws on natural resources, and revealed that 380 permits have been issued so far in 2010, with “precaution as the priority.”

In letter to newspaper Hoy, Jaime David Fernandez Mirabal complained that there are many companies in the country which proceed to build without permits in tourism zones, and which resort to political influence.

He said because Dominican Republic lacks a territorial zoning law investors feel they have right to construct anywhere.

“It’s difficult to tell them you can’t build there because that area is vulnerable, because when that happens, they go to a higher political echelon,” he said, but didn’t specify.

There are no delays.

Fernandez Mirabal said there are no delays in issuing the Environment Ministry’s authorizations or permits as some sectors affirm, adding that while the process lasts as long as one year in neighboring countries, in takes only 60 days here.

In the letter the official said the Environmental Permits and Authorizations Department was created to expedite the procedure since the requests don’t have to go to several agencies, and that it works closely with the Tourism Ministry.

“Mister Editor, Law 64-00 on the Environment and Natural Resources establishes the principle of precaution as the priority and we must be careful and expeditious when issuing environmental permits.”

it only takes 60 days in the DR if you bribe someone. Otherwise forget it guns are drawn and no permits are issued.

Six Months? What a total joke, this idiot is so out of touch with the reality of his agency that he doesn't even know that the process can linger on for years with out cattle prodding each moron that holds on to the files until you harass them to death to move it along in the process. Then they keep blaming you by asking for some stupid thing that they should have asked for in the first place. Of course you have to go to a political higher-up, -because they reject your request for a lame reason or sit on their rears for years if you don't get someone to apply pressure.
They are one of if no the most incompetent, bureaucratic "political" agencies to have to deal with and for him to say six months is utter nonsense and an insult to everyone going through the process.

I once had plans waiting on approval at tourismo in S.D. for several months after they should have been approved or rejected. . Sent in my architect to find out why. They liked my drawings so much they were showing them all around instead of stamping and returning. I said "WTF" get me my damn plans so we can proceed. I would have made copies for them if they were too cheap to make em themselves.
