Santo Domingo.- In a second reading yesterday the Chamber of Deputies approved the loan contracts for the construction of the second line of the Santo Domingo Metro, for a total sum of 251.5 million euros, some RD$13.6 billion. The deputies also approved the commercial contracts for the construction of the project, some 101 million euros, executed by the Transport Reorganization Office (Opret).
The loan, which had already been approved by the Senate, will be sent to the Executive Branch for immediate execution. Financing for the project has been granted by BNP Paribas Fortis, Citibank Europe PLC, KFW and Deutsche Bank, S.A.E.

Anyone aware of the demographic dimensions in SD will have to agree that this METRO project is badly needed for the long-term interests of the DR. By 2020 the population of SD will increase by another million or so people, and unless Mass Transit is constructed SD will be a hell hole in more ways than can be imagined today. Now this DOES NOT mean that there are other VERY IMPORTANT and NECESSARY sectors, Education and Housing, among the many competing ones, that need close and vital attention. But in order to get the modernization drive balanced and offer more investments across the board to all these important sectors, the State in DR has to FINALLY achieve overall taxation collection monopoly. Yes, you heard it, want more infrastructure developments, more schools, more this and that, then you need to collect taxes. Those Bonds need to be serviced and tax revenues collected to do so. The rich and middle classes and the working classes all have to contribute.

The Dominicans aboard contribute 2 billion or so annually to support relatives and future dream retirements in DR. So, everybody has to contribute. You can't have a significant portion of the economic pie outside the taxation collection system + meet all the demands of a developing nation. Not possible. Of course, it is far easier to get additional taxation streams with an expanding economy so DR must develop its export capacities to the fullest. With China re-valuing the Yuan, perhaps small developing nations like DR will have a bit more room to expand their exports to the main international markets. Not sure what the overall taxation penetration is in DR, but in PR the governor has stated that only 55% of the taxable base is taxed. DR is in the mist of developing its most comprehensive property registration system and it will use that information to tap into the massive valuation development of the past several decades. Taxation is the price we pay for Civilization.

The NYC Metro keeps loosing money because of the contracts and policies with greedy unions. NYC is home to some of the worse unionized labors in the U.S, which increases costs dramatically!
I mean, how are you not going to loose money when you have hire three people to take out a screw?

If any of them was to do the job of the other, it would be a violation of union rules because they are "taking away" the job of the other.

local# 1 for instance (the electrical union) milks the system working 5 hrs
per day and gets pay 3 times as much as a maintainer on the payroll . the job
gets under run as estimated and never gets finished on time, under capital
projects. that is why we have a/p (access and protection) ,to over see the
project and inspect it as it progresses by our engineers & ta inspectors.
what manager does not tell the public is the starting salary of a (tma)
transit managemet annalyst is $80,000 starting & more than a supt in 3 yrs

and helpers.since back in the 80's mayor kotch desolved the true known civil

when i started you had to be an american citizen to hold a gvt job. it is no

way it is our fault since we were not producing hands on techs. exept comp

How about the fact that if there is a deviation of plan during the day, the workers get paid another 8 hours per diviation?
So if someone is working on a track, and all of the sudden they are to leave that to go to another track for some unforseen issue, a "deviation" is caused, thus, this person now gets paid an additional 8 hours (because of the deviation) + the current hours they are working. They get paid those 8 hours even if the deviation is something as small as a 30 minute fix. Sometimes there are 3 to 4 diviations in one day and, thus givin a worker 32-40 hours on one day alone!
That is bizarre and flat out robbery!

Again that is a job injurry and job connected and related. No one knows how filthy those tunnels are and the toxic enviroment those poor guys are exposed to around the clock. So if the get shifted to an emergency call by S/O or TRAIN MASTER they better respond . In must cases the public is at risk due to fire or other element that they don't disclose over the 6 wire ,so the public don't get alarmed. Also are their own F/D,electricaly. .
