Santo Domingo.- The Public Works Ministry and the partnership formed by Brazilian builder Odebrecht and the local Constructora Rizek agreed to change the design of the Cibao-South cross mountain highway, to reduce cost, according to official documents quoted by newspaper Hoy .

The decision was reached to expedite Public Works’ negotiation with Odebrecht /Rizek, which seeks to cuts costs in the road project which links the Duarte highway with the towns Rancho Arriba, Piedra Blanca and San Jose de Ocoa.

The document notes that the Tender Committee evaluated the technical and economic proposals, and would oversee the expropriations to prevent ballooned costs.

Two or three single track roads from Santiago to points on the coast is one idea. They could be simply built using local labor, would connect more inland communities as well and would avoid traffic along the beautiful coast. Later a single track rail line could join Santiago and PP, freight at night passengers by day,
In less populated areas China has single track railways e.g. Sangendalai - Xilinhaote single track 148 km .

The extra time to transit would be compensated for by shorter total distances on average not needing to go along the coast and decreased gasoline compensation. Costs would be low so toll free would be possible. 50 mph per day and 40 mph by night would be possible with alarms requiring people to stop at passing places.

The beautiful countryside would be protected.

More farmers would have a shorter distance to market.

With design accidents would be much reduced. Roads would be raised slightly above the surrounding countryside and trees would be reduced. So anyone could avoid a head on collision by going off road. Where there was a sharp rise or fall in the surrounding area a trench filled with gravel would be necessary. In areas where there was not visibility to the next passing point some vehicle sensors would be needed to indicate approaching traffic. Speeds and mileages would be reduced.

Limited road surfaces would be easy to maintain and pot holes could be reduced to a minimum.

Dominicans tend to drive in the middle of the road - no problem on single track roads!

If the 60 KMs from Santiago to PTO PTA could be run now that they have the tunnel boaring machine(TBM), to build dual R/R tracks heavy duty gage, were mountains to the coast would be tunneled instead of snaking as they did with the Belgian R/R in 1890,bridges to be constructed
where needed. Then you would have a competitive freight and passanger R/R connecting the Cibao region to the sea.Specially now with cheap Haitians labor.
I come to think it is not to the Capital's (SD) best interest to do so since all the Cibao valley would
export & import via the North instead of the South where SD is located.Sooner or later they will
be forced to do so by foreign companies that want to save fuel coming from Europe,Canada,USA.
Suprisingly the companies from the forementioned countries did not apply pressure to the DR gvt to have such R/R build, to get the produced out to sea for shorter routes to their respective countries,or at least help to construct such R/R,as the Belgians did in 1890.

Agree that a RR from Santiago to say the Port of Manzanillo or PP would cut cost significantly and be a tremendous boost to export/import business for the Cibao region.

A South-North RR link will also help lower costs and reduce big truck traffic. Road maintenance costs reduced, too.

Hopefully both links will happen during this decade.

Am glad you are the only person that sees it my way. Let's not be too opptimistic about it, since

there are very powerfull forces ever since Trujillo's time to isolate & forget about the North region.I

just mentioned that as an utopian way of looking at it and puting aside the Capital sice business

prevails.

Atabey ,before that happens DR would have to reform its constitution by leting each Province do

their own local election as to Governors,deputies,Senators as well as be participant on the budget

As it is now all the programs are dependants on the National Treassury W/O giving the Provinces

a voice on how the money is to be spend.
