Santo Domingo.- The CEO of the State-owned Electricity Utility (CDEEE) on Wednesday warned that the power sector cannot last three years under the current conditions without a review of contracts between the government and the power companies.
Ruben Bichara said the issue of over- indexing of the fuels and the consequent marginalization of the rate increases, needs to be dealt with as soon as possible.
But Otto Gonzalez, president of the power companies grouped in ADIE cautions that such a review of contracts alienates private investment, because it creates too much chatter in the industry.
"The electricity sector is regulated by a law that sets the rules for investments as a long-term business, and once these rules of the game are complied with, they need to be set, which is necessary for the recovery of investments. If the rules change in the middle of the game, then that investment isn’t recovered," Gonzalez said.
Bichara and Gonzalez do agree that around 800 million in investments in power plants are needed.
The official and Gonzalez spoke during the Annual Energy Forum III, titled "Promoting energy development in the Dominican Republic."

Hey Josean Kudo to you, because for ones you are making sense without offending. The question that we need to ask to Mr. Gonzalez is that if is logical to him that the government pay to one generator in San Pedro that has not been turn on for years and also why do they need the government to pay for the electricity that other steals and the ones that don't pay for it. Shouldn't that be their job to collect payments from whom they sale to. I don't see Claro, Orange or any other service providers asking the government to guarantee the payment from their clients. This is part of what is wrong with this contracts and they need to be fix.

I guess they are sick of not being paid but being forced to provide power under threat of breach of contract. Tell the Dominican government they breached the contract long ago by not paying on time.If they were really smart they would have an exit strategy to remove all their equipment and leave the country in total darkness.

Hey Veronica, this people are not stupid and the only reason why they are still here is because they are making money other wise they would it bail out long time ago. I have a friend that works at the board of director of AES in Arlington VA and she cannot believe that this people are charging so much here per KW/H, she even think that if they will try to do that in the USA they will be call up to congress to explain what they are doing. This girl is in a very high place there and she travels all over the world with CEOs of AES.

The companies price in not being paid on time or at all. Only when the DR government cuts consumption to half present levels and forces closure of inefficient power stations will they the bargaining power to be able to drive a hard bargain with the power producers. Or nationalize the lot as in France, Power consumption is way to high - inefficient TV,s refrigerators etc. huge near empty shopping malls, banks, shops etc. open far longer hours than in other countries, not enough private solar, no tax on power for non-essential uses, little requirement to insulate homes, offices, factories ; some even use wasteful aircon etc. etc.

The only contract between the power companies and the Government is right-of-way for power lines, environmental regulations and the amount the government should be paying for their energy consumption.

ENRON was intentionally creating the ROLLING BLACKOUTS in California by shutting down power plants due to "MAINTENANCE". The goal was to create the appearance of a low supply of energy and a HIGH DEMAND to push PRICES up!!!
