Santo Domingo.- The electricity sector and the Central Bank’s accumulated deficit of US$15.0 billion (around RD$600.0 billion) in eight years, higher by more than the RD$175.0 billion estimated in this year’s budget, makes them the two biggest squanderers of taxpayers’ money.
From 2004 to 2011 the government had to allocate US$7.5 billion for the Central Bank to deal with the quasi-fiscal deficit and US$ 5.2 billion to the State-owned Electric Utility (CDEEE).
Moreover the Central Bank is projected to have received US$1.24 billion (RD$49.7 billion) by year end, a figure similar to the CDEEE’s US$1.25 billion for the electricity sector’s subsidies.
"If the Central Bank deficit and the electricity subsidy were to be excluded, there would be no fiscal deficit in the country. That's why tax reform isn’t subject to the deficit of a particular year, but instead on the government’s need to increase the tax burden, which is even contained in the law for the National Development Strategy," said a source quoted by eldia.com.do.
As to the budget’s execution, the authorities estimate the government would have a surplus of RD$12.0 billion (or 0.5 percent of GDP) and the deficit of the CDEEE would be RD$11.0 billion and Central Bank RD$49.7 billion.
The figures would ensure a total deficit of RD$48.4 billion (equivalent to 2.1 percent of GDP), which was agreed in the Stand-By agreement with the International Monetary Fund.
Nonetheless while the Central Bank deficit remained within the estimate, the CDEEE’s surged to RD$51.4 billion.

The CCDR technicians discovered that National Assets issued 95 checks without funds on behalf of companies and individuals, with whom they to payment obligations since 2004.

The researchers of the Chamber of Auditors detected that National Assets paid the sum of 3 million 397 pesos, to engineer Alfredo Francisco Stefan Hasbus, as commission for in the recovery of land property of NA that was in private hands.
The institution undertook the obligation by contract to pay a commission of 2.5% on the value of each plot of land identified as the property of the institution.
The contract was approved by the last director of national property, Aristippus Vidal, but was terminated in 2007 by the current incumbent Elías Wessin Chávez.
The audit questioned the signing of the contract because the institution has a unit of investigators with more than 1,000 employees at the national level for such purposes.
