Santo Domingo.- The government on Thursday revealed its intention to ramrod next year’s budget backed by its absolute majority in Congress, when Economy Minister Temistocles Montas, said there’s no precedent in the country of drastic spending cuts such as RD$59.4 billion, and urged the Economic and Social Council (CES).
"The CES should reflect on its consequences on economic growth, employment and social stability which a measure of this nature could have," the official said.
Montas, who read the economic team’s statement, said such a reduction wouldn’t deal with priorities of health, social security and promoting productive sectors either, as the CES affirms.
He said the CES’ suggested government budget for 2013 with a RD$410,0 billion spending ceiling doesn’t explain how the state would cut funding without jeopardizing key areas such as education, health, the military and the police.
Those entities, added to the electricity sector and the social programs which the government will continue next year, exceed the CES estimate by more than RD$39.0 billion, he said.

Is the Dominican tax burden low? Yes, but...
Beginning with three basic propositions: first, that known data disseminated on the Dominican tax burden are incorrect, it is higher; second being a an undefind number, the tax burden in the country seems to be low in the global context; and third, that a low tax burden is not something of which we must feel proud as a society.
Why the data is incorrect
Here we live saying that the tax burden is around 13% of the product, and that is not true. Like many economic statistics, their measurement is very bad. The strange thing is that international agencies receive the data, without stopping a second to review the accuracy of the statistics given, spread it around the world and turns into what seems an unquestioned truth.

I will explain why the data is bad.
The first reason is that Dominican Republic only includes tax revenues from the central Government. It is more than a part of it. And this fact is often compared to other countries in which the contributions to social security are contained. On the one hand, because normally the tax burden also includes taxes charged by sub-national levels of Government (municipalities, provinces or States). It is true that in the Dominican Republic the only Government, outside the national, are the municipalities, and hey charge very little, but the fact that we compare it with countries where they are included removes relevancy to the comparison.

The second reason is that even here they don’t even cover the full Central Government, institutions raise income and they do not report them, rather they manage them as extra budgetary funding, which prevents having a comprehensive view of government operations.

The most important agencies that seem to do that appear to be the Superintendence of Banks, the INDOTEL, Instituto Dominicano de Aviación Civil and the INFOTEP. It is true that by not having centralized these funds record is impossible to determine its amount with precision, but there are reasons to estimate that between these four they collect and manage at least RD$ 20 billion, constituting themselves around a point more of GDP. In addition to these four, there are many more, like the JCE and various ministries, not counting the entities receiving revenue for fees, sales, rates, etc. which are not part of the tax burden.

Remember that the growth of the product is cumulative, so that any little mistake becomes big over time. This causes that now all the variables that are measured as percentage of GDP look less than what really are, including the tax burden. If one day we had a measurement accurate product, probably we find that we have been making wrong analysis, from where incorrect policies have emerged.

I don't think so. It is simply badly measured. Perhaps we will never get to know exactly its dimension, but the publicized numbers difference is so great compared to other countries, even the average in the Latin American region which of itself is characterized by low fiscal pressure, that not everything can be attributed to measurement errors.

What is wrong
I do not share the idea that it is good to have a low coefficient of taxation. No society should feel proud of this, because it tends to be reflection of low social cohesion or of much distrust in institutions. Taxes are the cost of living in society, and the tax burden generally reflects the contribution that is made to the satisfaction of the collective needs. With a low tax burden you are not going to raise productivity or much less social justice.
The problem occurs when the social contract is broken, and the Government uses that contribution for private purposes. It is highly documented that in the Dominican Republic public resources are used primarily for private purposes. Outrageous pay, pensions, contracts of works, pork barrels, Luperon Avenue apartments ( El Progreso), are good examples of this.

And in that case, you create a culture of resistance to finance the State. Citizens come to the conclusion that the Government could meet the public goods supplies with much less money than the already spends.
It is curious that in this aspect there is no nationwide political left or right, but rather confluence even among social groups who in other countries are the great defenders of public spending. With the package under discussion, I have seen opposition in people who tend to be left-wing, even in the case of a tax as progressive as that levied with 1% of the value the annual plate of vehicles.
And it is that no society feels pleased to provide more resources to finance a State that it considers dysfunctional and corrupt.
That's the first thing that needs to be corrected.

And in that case, you create a culture of resistance to finance the State. Citizens come to the conclusion that the Government could meet the public goods supplies with much less money than the already spends.
It is curious that in this aspect there is no nationwide political left or right, but rather confluence even among social groups who in other countries are the great defenders of public spending. With the package under discussion, I have seen opposition in people who tend to be left-wing, even in the case of a tax as progressive as that levied with 1% of the value the annual plate of vehicles.
And it is that no society feels pleased to provide more resources to finance a State that it considers dysfunctional and corrupt.
That's the first thing that needs to be corrected.

Writing in today's edition of El Dia newspaper, Friday 19 October, lawyer Carlos Salcedo gives the new name of "Backward Towers" to the "Progress Towers" built by the Fernandez administration and allocated to selected individuals below market prices.
In his comment on the enormous fiscal deficit the Medina administration has inherited, he says that when considering what generated the hole, questions need to be asked whether it was for expenditures in line with national development.

Who are the beneficiaries of the state generosity?
Although Art. 59 of the Constitution says the state should guarantee decent housing where families can live in peace, security and with dignity, providing luxury apartments to people who already have homes is not the responsibility of the state.
Salcedo says that with the resources spent to build those apartments, thousands of families could have received decent housing.
"Leonel Fernandez and Alma Fernandez, responsible for the project, need to reveal the constitutional base that supported diverting so many public resources to people who already had their own homes and who did not need government assistance," he writes.

SANTO DOMINGO, Dominican Republic.-The Government of President Danilo Medina broke the dialogue that had been taking place with the economic and Social Council to reach an agreement or consensus on the tax reform, which it wants to carry out.
By terminating talks with the CES, where they are representatives of entrepreneurs, workers and civic organizations, it is understood that the Government will impose the taxes “paquetazo” unilaterally.
Information on the breakdown in the dialogue between the Government and the CES is contained in a document of that consultative body of the State, dated on October 19.
