SANTO DOMINGO.- State-owned Electric Utility (CDEEE) CEO Ruben Bichara Wednesday announced a call for tenders beginning in the next few weeks and award early January, to install a 600 megawatt power plant which the government aims to acquire.

He said the initial call for tenders was for the purchase of power, but the government then decided to build the plant instead, because it guarantees the State bargaining power.

He said a window will open for those who competed in the bidding for energy purchase, so they can do so in another mode.

He said being a Stat-owned plant, the CDEEE is "fighting" for an US$150.0 million allocation in 2013, to provide a source loan for the winning bid. "With those (US$) 150 million start working and repay me when you get the funding, to have the plant in the three-and-a-half years we’re planning to be working."

The official said the plant would be the last activity to crown the solution to the energy problem. "With a 600 megawatt coal fired plant, one of the cheapest in generation, the formula changes completely."

"There’ll be many offers and obviously, to change the public tender also provides more confidence, the country will then benefit and awarded the work internally," he said.

Can someone tell me what these geniuses are planing to do with the coal ash.
Living near a wet coal ash storage pond is significantly more dangerous than smoking a pack of cigarettes a day, according to a risk assessment done by EPA.
The toxins found in coal ash have been linked to organ disease, cancer, respiratory illness, neurological damage and developmental problems. People living with 1 mile of unlined coal ash ponds can have a 1 in 50 risk of cancer - that's more than 2,000 times higher than what EPA considers acceptable.

Exposure to toxic coal ash can lower birth rates, cause tissue disease, slow development and even kill plants and animals, leading to changes in wildlife concentrations and disruptions in entire ecosystems. The toxic pollution from coal ash builds up in exposed animals and plants, causing the pollution to make its way up the food chain when they are eaten.

Well Gaspar ,,,it is a good point but there are thousands of coal fired plants in the world and as you are aware you must have an abundance of water close by and also a place for the ash content ..the point I make is that I doubt if anyone in this country has any experience what so ever in the construction of coal fired plants so how can they build one or even evaluate any tenders.. I do not know where they are planning toplace this plant ..the selection of the site is most important ,,
But , forasmuch as I love the DR , there are some things Dominicans can not do ..and top of the list is to organise

Does the DR have any coal if not they are going to have to buy it not very smart. We are a country in debit now. We have lots of sun, wind and water power, we do not need to buy it from another country. Why would seemingly intelligent government want to get into more debit.

It is carazzy in the 21st century to build a coal fire PP just because the fuel is cheaper,when they
can as well build a gas fire PP with the same $ value, much cleaner and more efficient ,don't have to worry about the waist and the same 600 MWs output.
As to the place they keep saying the North coast around Manzanillo forgetting Co2 will affect the bannana plantation supplying Germany with US$50 millions.
The best place for it would be one of the Southern provinces if not the Capital to boost the METRO
emergy requirement and the capital's need ,and by so doing might bring back the costum free ZONE,one of the reasons they left was the need of electric power,the need of transportation which they now have,rid of the 1% tax to the free zone.

If you see how preventive maintenance is neglected in all state-owned energy distribution companies, a state-owned 600 MW generating plant would be a disaster just waiting to happen.
