Santo Domingo.- The sales tax would climb from16% to 18% except for basic services and staples, and “informal activities” would also be taxed, according to the government’s proposed Fiscal Reform disclosed today.

With the new tax reform pending approval in Congress, the tax burden will increase from the current 13% to 15%; the public payroll and wage increases would be frozen starting next year.

The fiscal deficit, currently 6.4% of the GDP, or RD$170.0 billion (US$4.3 billion) is expected to rise to 8% by year end.

In the tax reform bill, to be submitted to Congress in the next few days, the duty free zones would also be taxed 10%.

Economy minister Temistocles Montas made the announcement in a National Palace press conference, held after the tax reform bill was approved in today’s Social Economic Council meeting, headed by president Danilo Medina.

The government’s proposal would also increase the tax on alcoholic beverages from 7.5% to 15% gradually over three years.

13 to 15 percent is doable. Also increasing sin taxes isn't the worst step for Medina's Administration. The tax increase on Duty "free" shoppers might bite into the revenue stream, but that's to be determined. Overall, let's see how the market react and the international organizations, IMF, World Bank, etc.

Why don't you just close down the Competitive Council because the DR is never going to be a competitive tourist destination if they kill the goose that lays the golden egg.

Government spending quality is key issue, says AIRD VP

The executive vice president of the Dominican Republic Association of Industries (AIRD), Circe Almanzar says that the talks on fiscal reform must start with talks on the quality of government spending. She made the point that there never will be enough resources to cover growing government spending, as reported in El Dia.

Speaking on the radio talk show Cuentas Claras from 7-9am on 95.7FM, she stated that the changes in the taxation regime must start with a revision of public spending. "Public spending is not resulting in a better quality government services, nor has it contributed to help the productive sector generate more jobs," said Circe Almanzar yesterday, Wednesday 3 October.

She said that President Danilo Medina knows there is a structural problem in government spending that has only worsened over the years. She says there the economy is slowing down. What does surprise me is that they think we will be willing to pay for this crap WHEN NOT ONE SINGLE PERSON HAS BEEN PUT IN JAIL.

Everyone wants to know why Dominicans cheat, steal and generally do things the wrong way- it's the example set to us by our own government(s). Who do they think is NOT going to cheat on their taxes when all they want is our money for their personal gain and never ever ever are held responsible for their criminal acts.

So far I see no difference in this government than in any other previously. Of any party.

Bueno... Our only way out of these corrupted PLD & PRD is to have a revolution. I'm sorry if people are going to get offended by this, it's just too much for the hard working people in the Dominican Republic to support while a group of degenerates takes advantage of the whole population. Haven't you noticed that we can't even protest anymore since the police & military uses extreme measures to shut the people up, which results in many injuries and even death (Loma Miranda, Salcedo Protest). Still remember that innocent young lady who at the time was pregnant when the SWAT threw a gas grenade inside a church in which she was praying; she and her child were murdered. Haven't heard no justice for this crime yet. I'm scared that by the way the country is heading Vamos tener que derramar nuestra sangre como lo hicieron tantos hombres en el pasado. I always wonder how many of the smaller shops with handwritten facturas actually turn the tax over to the tax man. A business friend told me with cash sales it's very easy not to give it to the gov't.

71% of the workers here earn less than US$ 4,600 per year and 15% of the people earn more than US$7,700 per year according to gov't numbers. Starting at US $8,500 a 10% federal income tax kicks in and increases through US$17,640 to a 25% fed tax rate that kicks in. Plus the social security/health tax of about 6%.

That's a pretty heavy tax burden when the different taxes are considered. Not to mention most things here very expensive. About the only thing here that can be considered cheap are the wages. That doesn't bode well for the standard of living for most individuals here getting better anytime soon.

Florida minimum wage is $16,000 yr fed tax is $650. (4%) plus social sec tax of 6%. $100k yr fed tax is $18K or 18% for single person. Fl sales tax 6% on goods.

Some one mentioned about 29% taxed on all the DR industries net income.They failed to specify the Hotel industries, that are given tax haven for x amount of years and are owened by foreigners.

This 29% is just about right for those that want to pay the minimum wages to its emplyees. What
they should do before next year is SLASH the congress's payroll by half as well as the MILITARY.

The Congress is there to serve its people not the other way around.Same as the MILITARY budget
for the purpose of having one that serves no purpose at all,but leach off their own nationals, and
the perk should be abolished to all including the so call CONGRESS that represent no one !

Taxes are the necessary evil that comes with Civilization. Look at all the nations of the world that are deemed First World nations, and those that have, like South Korea, obtained impressive movement towards that standard, and they ALL share the same thing: taxes generally increased as they moved their societies upward. How do you suppose Europe created better, healthier, more productive environments for their people to live in? And the USA? It will be 100 years in 2013 that the Revenue Act of 1913 was pushed through by the Congress. Yes, not all is perfect but NO ONE would prefer living in pre-1913 USA.

people might think there crazy and agressive but when it is all set and done, they are people with honor that are trying to wake the population up. OF COURSE they pay! it is INCLUDED ON THE PRICE, hit looks like you have never purchased anything on DR, the ITBIS is already on the price, a colmado HAS to purchase from a bigger store and that bigger store gets from the Importer or the producer, that is called a CHAIN and the tax paid by the first moves all along that.

ANY tax to consumption is a GENERAL tax that is paid by EVERYONE that buys the taxed article, that is WHY on this country the poor and the middle class are the ones that pay the most, because they are the majority!
