Investment climate, productivity and infrastructure top the agenda
SANTO DOMINGO.- Boosting growth and creating jobs in the Dominican Republic were at the center of a high-level conference organized today by the Ministry of Economy, the World Bank, the Inter-American Development Bank (IDB) and the Caribbean Development Bank (CDB) at the V Centenario Hotel in the Dominican capital.
More than 150 participants from the public and private sector, youth, academia, media and civil society joined the conference to discuss the key factors that have the greatest potential to increase growth in the Dominican Republic, including improving the investment climate, better aligning skills to the labor market, and addressing infrastructure bottlenecks.
“Today we saw the beginning of a dialogue designed to develop a consensus on concrete actions to improve the productivity of human capital for skilled labor, improve the business climate, and increase the confidence of investors and consumers, thereby ensuring sustained and inclusive economic growth,” said Temístocles Montás, Minister of Economy, Planning and Development of the Dominican Republic.
The Santo Domingo conference is part of the Caribbean Growth Forum (CGF), a two-year regional platform to enhance dialogue for the identification and follow up on concrete actions that can promote sustainable growth and opportunities for all in the Caribbean.
Participants discussed ways to strengthen the investment climate, upgrade education and develop skills that improve competitiveness and generate higher-paying jobs. They also discussed key actions needed to improve logistics and connectivity --especially by making key infrastructure services more affordable and efficient-- including information technology, transportation and electricity.
The event included presentations by Minister Montás; Manuel Labrado, IDB Representative in the Dominican Republic; and Marialisa Motta, World Bank Director of Finance and Private Sector Development. McDonald Benjamin, World Bank Representative in the Dominican Republic, provided closing remarks.
“The objective of this forum is to encourage a broader debate involving all sectors of society that can help to identify priority actions to improve the business climate, increase productivity and improve connectivity, with the ultimate goal of generating greater investment, stronger and more inclusive economic growth, and more and better jobs for Dominicans, and for the Caribbean region as a whole,” said Benjamin.
Participants included representatives from the government, trade unions, small and medium-sized enterprises, business associations and grassroots organizations. They reflected on the government’s role and that of the private sector when it comes to creating inclusive growth, and agreed to continue the dialogue in the three key areas (logistics, investment climate and productivity) over the next few months, and to exchange ideas with participants in similar dialogues in other countries in the Caribbean.
The CGF event in Santo Domingo follows the launch of the initiative in Kingston, Jamaica, last June. Antigua and Barbuda, Trinidad and Tobago, and Belize will organize similar events later this year, while St. Lucia and other Eastern Caribbean countries are planning to hold events early next year.
The first phase of the initiative will be completed by June 2013 with the production of an action plan by each of the 15 Caribbean countries participating in the Forum. The action plans will include concrete policy recommendations that would then be implemented by each country. Interested citizens will have a continuous opportunity to learn more about and engage in the CGF via the social media channels.

A great way to generate more jobs is deporting as many Haitians as possible and silencing their support network, that includes Josean and Danny the ZERO. Then bring in more foreigners with money, real money to invest. I think solar power and a true renewable energy grid is the way to go. Then take ALL those poor bastards in la barquita in Dajabon. Put them to work in agriculture. A little bit of creativity can go along way. That is why Trujillo did it right, that man was an evil can do genius.

1 eliminate most machines and replace them with manual labour
2 reduce the hours a Dominican works and let another person do those hours
3 In all shops have one person make out the bill, another take the money and the next to give the change and the last to stamp the bill
4 all houses that have a garden more than quater of an acre must employ a gardener

Great oratory and empty gestures do not create growth and jobs. Members of the same club patting themselves on their back showing they are doing a great jobs and worthy of the position they occupy. The reality of the situation is that Dominican Republic will never aspire to the dream world they live in, unless radical changes takes place both in their evolutionary behavior and ethical culture of hard work, endemic corruption and cancerous Justice system which is infused with bad lawyer, inept magistrates and process of laws that in reality offer no solace to investors. I ask you how can Dominican Republic prosper to a developed country when all the odds are stacked against her.

Was Lionel a keynote speaker - I see no mention of him. How could an oversight of this magnitude occur? Perhaps the ex - first lady stood in as Leo might be traveling again.
Then again not as has to pay his own plane fares. Perhaps he should see the world as a lot of Dominicans do and join the Merchant Marine, though the pedicure costs would be awesome.

The Dominican Republic is surrounded by beaches!! On every beach in the world where tourist are having fun , there are life guards. The Dominican Republic has no life guards at all.
LIFE GUARDS are very important for a lot of tourist and we want to increase tourist with 10 ml a year. That means that we also need to protect them and give them a save feeling.
Every year the international Surf lifesavers association ISLA, travels to Cabarete to educate and give 50 Dominican a life guard course. And every year the beaches are not supported with life guards. 17 november it starts again with 55 person and i hope they get a job in life saving rescues on the beach.
Again this could be very good for boosting tourist into this country.

I would rather have people hired to pick up the trash on the beach first. I have never met a person who will not visit a beautiful beach because there are no life guards...but I have met many who complain about swimming through plastic bags and cup in the water here in the RD....as well as those who suffer cut feet with the broken glass on the beaches....shameful!

The Royal Life Saving Society - Jamaica is over 50 years old. It has focused on the training and certification of lifeguards employed at the hotels, tourist and public beaches in Jamaica.
The society was revived in 1996 and since then, over 3.000 lifeguards have been trained and certified. The main locations where the lifeguards are operating are: Kingston, Ocho Rios, Montego Bay, Negril, Port Antonio (river rafting), Negril, Inland hotels May Pen, and others.

Wow! As always a myriad of comments, ideas and suggestions. What I think has been missed in this dialog is the concept of "living wage" jobs. Even the burgeoning middle class in this country, which represent only about 25% of the population, struggle to make ends meet. Job creating in the DR currently means the fat cats get fatter. Without reform of the labor law, the population will continue to suffer. This reform, however, means concessions from both sides for the long term prosperity of the country and its people.
