New York.- New York.- Upper Manhattan could become the U.S.’ first Dominican dominated congressional district as support builds in what once was the heart of the city’s black community, news source dnainfo.com reports. “A groundswell of support is building in Upper Manhattan for what could become the nation's first Dominican congressional district — right in the traditional heart of black politics.”
The news source said demographics in the district of the 30 year long rein of Rep. Charlie Rangel, “have been shifting,” as more Whites and Latinos fill the void left by a black population it describes as “dwindling.”
“Today, the 15th Congressional District — which includes Washington Heights, Inwood, Harlem, parts of the Upper West and East sides and a sliver of northwest Queens — is 46 percent Latino, 26 percent African American and 21 percent white, the latest census data show,” according to dnainfo.com.
It adds that the figure is an 18% drop in the black population, and, from a decade ago, a 75 percent jump in the white population. “At the same time, the city is nearly 29 percent Latino, a figure that it affirms is up 8 percent over the past decade.”

What Pedrin said is very true.
Washington Heights in particular has never been a predominantly African America neighborhood. It was first Irish, then Jewish and now is about 3/4 Dominican in entirety.

The area was actually part of Niew Haarlem.

From 155th St. north to Dyckman St.,river to river, is Washington Heights. I do agree that east of Amsterdam ,it is or has been predominantly black ,but it is not Harlem. The media tends to call any neighborhood with a large minority population in upper Manhattan Harlem, but that does not make it so.

The east of Amsterdam is only a section of Washa, which is why the whole neighborhood is not 100% Dominican :-)
There are still many Jews towards the Hudson and though not longer seen/considered as Washa, above Dyckman.

The community’s disproportionate power and influence vis-à-vis it’s size has given it a very swollen head. The hubris that is reflected in the fact that a population of 1mill people controls the travel rights of more than 240million American citizens i.e., travel restrictions to the island of Cuba.

Consider a boat clandestinely en route to Florida that is intercepted by the US Coast Guard. Onboard are nationals of Cuba, Jamaica, Dominican Republic, Haiti, and half a dozen other nations.
ALL of these ppl would be deported…while the Cubans ALONE would be escorted to the immigration office to sign up for cash assistance, subsidized housing and medical care!
would you call this preferential treatment?
maybe you should rail against this, rather than attempts to empower Dominicans in New York. oh, i forgot. only God's chosen Caribbean nationals, the Miami exiles, are worthy of special treatment, since they are so special.
