Miami.- During a visit Friday to Port St. Lucie, in Florida, President Leonel Fernandez met with Research Coast leaders in government, business and academia, in an attempt to upgrade the Dominican Republic to a knowledge-based economy.

Fernandez and his entourage -including his chief of staff, several cabinet ministers and business leaders- were led on brief tours of the Vaccine and Gene Therapy Institute (VGTI) and Digital Domain Media sandwiched around a two-hour meeting and tour at the Torrey Pines Institute for Molecular Studies.

According to tcpalm.com, at the end of that stop, Fernandez and representatives of Torrey Pines, VGTI and Martin Health Systems signed memoranda of understanding that will lead to establishment of special academic programs through the Global Foundation Democracy and Development (FUNGLODE).

Fernandez was on his way to the annual Summit of the Americas this weekend in Colombia after a speech Thursday to a United Nations panel in New York on limiting the volatility of commodities markets.

"upgrade the Dominican Republic to a knowledge-based economy."?

I don't think anyone would argue this will never happen with such a sub-standard education system. Also this country cannot do gene-therapy or stem-cell research, (which is essential to bio-medical research), as long as the Catholic Church has so much influence. Just look at the number of underage pregnancies in this country, despite the fact the government provides free condoms, contraceptive pills and injections. This church even protests about development of the gold mining and mineral processing industry, essential to this country's economy, while ignoring the destruction of the environment and the agricultural potential of this nation by inappropriate land use by squatters.

Now back to important stuff:

Change the word Mexico to DR and see the future that Lie-onel Fernandez and the Narco-PLD have created for Dominican Children!

"Niños Incomodos Video: Mexico Child 'Violence' Film From Futuro Del Mexico Stirs Controversy"

MEXICO CITY — A video "mockumentary" that shows children as kidnappers, corrupt cops and drug traffickers sparked a fierce debate in violence-torn Mexico on Thursday, with some people calling it a needed wake-up call while others described it as political manipulation or even child abuse.

Kids playing the role of businessmen, criminals and corrupt officials are seen robbing, paying bribes and shooting it out in a mock Mexico made up entirely of children, all to the deceptively laid-back tune of the 1970s ballad "Una Manana," or "One Morning."

continued:

Written by: josean, 14 Apr 2012 5:34 PM
From: United States, Fighting the Dictatorship of the Narco PLD Mafia; Guillermo Moreno President 2016

Produced by a foundation supported by private companies and universities and distributed over the Internet, the video ends with a direct message to the candidates in the Mexico's July 1 presidential race. A little girl faces the camera and says: "If this is the future that awaits me, I don't want it. Enough of working for your political parties instead of for us. Enough of cosmetic changes."

Dubbed "Ninos Incomodos," roughly "Discomforting Kids," the four-minute video opens with a pudgy kid-businessman waking up in the morning dragging on a cigarette, and closes with a kiddie-version of alleged drug lord Edgar Valdez, aka "La Barbie," being dragged off to an overcrowded jail full of moppets by kiddie cops.

Little girls carrying purses scream and scurry for cover as boys their own age spray machine guns from huge SUVs and assault-rifle toting little cops run to detain them at gunpoint.

Despite the video's grim images of knife-wielding, migrant-smuggling, gun-toting kids, all the major candidates had praise for it. Leftist candidate Andres Manuel Lopez Obrador called it "well done, it's tough but it's the truth."

Earlier, the candidate of the former governing Institutional Revolutionary Party, Enrique Pena Nieto, wrote in his Twitter account: "I support the message of Discomforting Kids. I hear it all the time on the campaign trail; that `time is running out.' It's time to renew hope and change Mexico. "

Josefina Vazquez Mota, the candidate of President Felipe Calderon's conservative National Action Party, tweeted that "the video of Discomforting Kids is a call that can't be ignored. I accept the challenge, I want to join you."

Not everyone was happy, however.

“Adviser to World Bank: Corruption scares away investment and slows development RD”

“Citing figures from international organizations he explained that in the last ten years the Dominican Republic has been the country with greater growth in its global corruption index”

“SANTO DOMINGO, Dominican Republic- World Bank consultant and Professor at the University of Boston, in the United States, Donald f. Terry, described corruption as the main obstacle to economic development in the Dominican Republic because, in his view, it scares away investments and constitutes a burdensome tax for the population and the productive sectors.”

And we were told that the obstacle to development was our lack of METROS!

“Mr. Terry who is also a consultant to the United Nations and the African Development Bank, considered that the reported economic growth in the country in the past seven years has been based on a high level of debt and warned that commitments generated by debts are on their way to consume 50 percent of the gross domestic product of the nation.”

“With regard to corruption, he pointed out that in 2011 the country increased its corruption index from the level of 101 to 129, according to the world report issued by Transparency International."

“Citing figures from international organizations he explained that in the last ten years the Dominican Republic has been the country with GREATER GROWTH in its global corruption index.”

Well at least you can’t say Lie-onel and the Narco-PLD didn’t grow something!

This is interesting but should not be interpreted too quantitatively.
1) it is based on a poll of people's perception of corruption, not an actual measure of corruption per-se. It is possible for corruption to be actually reducing while people's awareness of it is increasing.

2) It is a relative ranking, against other countries. If their perceived corruption is improving, then this countries ranking will fall.

The point I am making, is, it should not be taken as an accurate measure of corruption of the PLD.

I think many more would vote for Guillermo Moreno (or indeed any party other than the PLD or PRD) if this country adopted a proper preferential voting system, as exists in more democratic countries. The current system, including, but not limited to the allocation of campaign funding, reinforces the continuation of the system of oscillating between tweedle-dum and tweedle-dee.
Prior to elections, the Australian Electoral Commission issues a comprehensive, unbiased summary of each party's policies. In the Dominican Republic, it seems policies are either closely guarded secrets, or non-existent, short of meaningless, 2-word slogans.

In this case, with Danilo with an average of 55% of aprovement by dominican population, according to 9 differents national and international polls, the general perception it's that it wont be necessary a second round.

If Lionel wants to "to upgrade the Dominican Republic to a knowledge-based economy" he has a very long way to go.
I just attended a graduation ceremony of some 1,000 odd students at Santo Domingo University. About 55% graduated in medicine. Of course this country needs doctors and nurses to treat the sick, but that is not a "knowledge-based" industry as such. There was barely a handful of graduates in the sciences, engineering, agronomy and information technology.
