Nagua, Dominican Republic. - President Leonel Fernandez cut the ribbons for an aqueduct, several paved streets and a police precinct built at a total cost of more than RD$88.3 million in northeastern Maria Trinidad Sanchez province Thursday.

The aqueduct will provide piped water to the entire town and adjacent communities along the banks of the Boba river, said sewage and aqueducts agency  (Inapa) director Mariano German.

Fernandez also inaugurated freshly paved streets, sidewalks and gutters in two barrios of the town El Factor and villages of the municipal district La Gorda.

In the keynote speech, Public Works minister Victor Diaz Rúa said the streets were paved at a cost of more than RD$76.0 million.

In nearby Rio San Juan, Fernandez inaugurated police precinct, a facility which the municipality had requested during the meeting of a Government Council.

I think history will remember LF for the huge amount of infrastructure that the DR now enjoys ..Roads , bridges , aqueducts and of course the metros ,,In this period there has been a huge increase in the middle and lower middle classes with many more people now owning cars and motor bikes and televisions ,
What will probably be forgotten is that the inequalities in the population , both financially and socially remained unacceptable.

High Gini Coefficients are the curse of many a Latin nation. It's the traditional pattern and when nations undergo extensive periods of modernization and development this index actually INCREASES because those MOST likely to have the skills and contacts to take advantage of the more liberal openings happen to be those who were on top in the first place. The Asian nations have done a far better job of handling this problem, But then again, they haven't the ethnic and racial issues that so impart a negative tendency in our Latin context. Also, the legacy of colonial rule with the Iberian tradition export of Crown issued perks to facilitate governance has distorted Latin America's democratic development. Often mitigating the development of a Strong and effective central State from operating. I hope that with time and great effort a better balance between State and Nation will be created in DR.

But the key is to develop the material base so supporting more social investments

will not come out of productive investments in other areas of the economy. A tricky proposition moving forward but one that is urgently needed to keep the majority of the people confident that the modernity project will eventually have positive outcomes for most in society.

In Decree 90-11, Fernandez appointed Josefina Pimentel as the new Minister of Education, replacing the controversial Melanio Paredes. Pimentel was the director of the governmental Professional and Technical Training Institute (INFOTEP). Paredes, who came up from the ranks of the public teachers' union, was also director of INFOTEP prior to his appointment to the Ministry of Education. The Ministry of Education under Melanio Paredes has been under fire over a series of scandals - the public school breakfast food poisoning cases, the collapse of the teachers' medical insurance program, the new Mexican textbook purchase eliminating language studies, the installation of an elevator for use by the Minister.
