Santo Domingo.- The Dominican Agricultural Board (JAD) has drawn up a ten-point proposal for the strategic transformation of the country’s agricultural sector, which according to the board’s leading members could be used as a guide by the government that will be headed by Danilo Medina as of August 16th.

JAD executive vice president Osmar Benítez said that these proposals had been discussed at the XII National Meeting of Agricultural Sector Leaders and presented to the presidential candidates during the electoral process.

He expressed satisfaction that the president-elect, in several declarations during the process, had referred to the agreement he signed with the JAD.

The JAD presented all the presidential candidates with a list of the sector’s needs.

The idea of establishing a Credit Risk Coverage Fund was proposed, with similar features to the Shared Guarantee System approved by the Monetary Board in 1996, which defined a series of support mechanisms for the agricultural sector.

because the DR has long been a member of WTO, and has decided to join every trade agreement it can get its hands on, none of this will help. it will still have to compete against countries that practice protectionism, a thing it cannot accomplish. say goodbye to agriculture.

that is to be expected, because he is the only economist that does not understand notions such as elasticity of demand,or price structure. the poor unfortunate know nothing believes that EXPORTS will increase as long as you produce them. he does not know simple notions such as competitive pricing,or product quality. but, he knows everything

Mr. Dread, allow me to repeat the old, tired adage that says:....".He who fails to plan, plan to fail".

A plan, is better than no plan. Even if the plan has little chance to succeed, it's still a chance that would not figure in, had there been no plan at all.

I would not be where I am today, had I not planned on the strategies of getting to this time and place.
Granted, some of my plans didn't pan out as planned, but some did and now I am plainly pleased to know i will soon will be plowing my plantation's plot, planting plantains in a most pleasant place on planet earth.

Can you post the 10 points?
Ron is right about planning, but no use if no one knows what the plan is (Like the Concordat or the 10 Commandments).

Plans can be updated, modified or corrected, but without one, you're going nowhere.
The proposed rail freight system will benefit agriculture, but needs to be paid for, with agreement beforehand as to who pays what.

that is exemplified by Puerto Plata. what i mean is that things have to be examined from a holistic standpoint. the guys who just love numbers do not get the idea. growth, by itself, is not always a good thing, in the case where it outstrips the carrying capacity of the environment in which it functions. what is the point of having 5 million tourists per year, when your infrastructure is capable of handling 1 million? there has to be, for example the capacity of the environment to absorb the waste effluents of development, or sanitation and hygiene issues will eventuate. if you have the capacity to provide water for 1000 people, and you get 10,000, it is obvious that problems will arise.

Agro investment

Benitez said the government budget should be reoriented toward spending in the rural areas, to reach farm production.

He said that, according to a study of the Inter-American Development Bank’s (IDB) total funding for agriculture, 70% goes to payroll and other bureaucratic costs, with only 30% for investment.Benitez noted that Agriculture Ministry agronomists don’t even visit farms and instead work for agrochemical dealers selling their products.

As an example the business leader cited that there’s an Agriculture office around half a mile from his farm, but he has never seen the area’s representative."The truth is that there’s a need to do what’s never been done," Benitez said, paraphrasing president elect Danilo Medina’s campaing slogan.
