Santo Domingo.- At least 15 people who were working as “parking attendants” around the National District Attorney's Office were arrested on charges of bribery and fraud, on instructions of National District prosecutor Yeni B. Reynoso.
She said her Office is being reorganization and affirmed that the measure isn’t arbitrary and instead "doing what the law states."
The official said the detentions aim to clean up the area of parking attendants –which some citizens support while others rebuke them. "Several measures are being taken in relation to the parking attendants and street vendors and others who were asked to leave and did not."
Reynoso added that the areas have to be cleaned up because "what’s happening possible isn’t possible."

I have no problems at all in paying 20 or 30 pesos to someone who will guard my car ...the cameras do not work and there are many petty thieves around so I think these guys do a cheap service and are essential ..Even 100 pesos for the day around Palacio de Justicia and the oficina de fiscal seems a fair price ..there are far worse problems than this for the DA to tackle

If she wanted to do something serious she could start with her own office ,fiscal central,which is totally inefficient and is the main reason why there are so many delays and problems in the neighbouring courts . Anyone who has had to deal with that office and the court there will know that it is in desperate need of reforms ...

Yes, parking attendants are annoying, and at times, intimidating, and my wish was that these people didn't do this. Now, we have to look at it two ways though. Our country did not educate or enforce education on this people, and there is a lackluster of even unskilled jobs available...nor it has a welfare system where they could get some help while they obtain a technical trade... The DR is like jungle, you have to do what yo have to do to survive and eat, and these people are doing just that.
Look, I know many may not necessarily agree with part 2 of this, but:
Part 1 - (and I said this various times) The DR needs to implement a true income tax system.
Part 2 - Implement a welfare system that trains recipients (both mother and father in a trade) to make them competitive in the workforce market... unlike the US and other countries out there... cap out the system at 5 years to ensure that people are not just leaching the system for a lifetime.

Please, no income tax. It's a horrific way to siphon money, and it creates a self-serving bureaucracy which increases govt interference in the lives of many.I'd rather pay a higher tax on non-basic consumer goods.
A welfare system won't work either. People will abuse it and money will go to others than the ones intended for.
Trade schools for the unskilled can be a life saver. Skilled workers are always sought after by foreign investors.
Money for schooling can be gotten by reducing some government functionaries' exorbitant salaries. Also the armed forces can be reduced to a minimum without risk of an invasion from the Canucks or Ozzies.

First, they are already going through the roof, second, most in the DR are not formal consumers, therefore, not paying these taxes.... now income tax, most people work... actually I missed saying, have income tax so that you could lower the ridicoulous ITBIS that exist now... and still the country will make more money... now will there be corrupt people stealing? yes, that is not going to stop any day soon, but our govement would still have to show and do more with the cash flow... remember, in order to steal, the politicians have to start projects where they could swindle money out, the more money, the more projects, even if done at 80% capacity because 20% is being stolen, it would be much better for our infrastructure than what it is being done now.

I stop giving into the extortion because I just drive rental cars in santa domingo. Few of these guys are legitimately guarding your car, they are just threatening to damage the car if you don't pay. Just about all of them asked for way more than 40 pesos. Typical panhandlers. Lazy bullies as well.
