Santo Domingo.- Around 60 percent of the motorists would benefit from the intervention of some 16 intersections in downtown Santo Domingo, according to a study released today.
National District Mayor Roberto Salcedo disclosed the "Project to maximize road capacity," developed by the Brazilian company Odebrecht and submitted to the City Council.
It suggests changes in 16 points prone to constant jams, such as eliminating left turns on some streets and adding lanes in others such as the Ortega y Gasset, where left turns would be allowed.
Salcedo said left turns would also be eliminated at the corner of Núñez de Caceres with 27 de Febrero avenues, aimed at reaching 14% fewer traffic jams.
He said the study calculates 31 percent fewer traffic jams at the corner of 27 with Defilló when the left turn in the East-South direction is eliminated, the same at Kennedy with Núñez , but in the West-North direction.

Probably more jams as more people use the roads. The trick to reducing the time people have to spend travelling is more bus lanes and more queues for the private motorist. If the bus/metro jouney takes half as long as by car and is reasonably priced then jams are reduced. Aim Worldwide is to have fewer cars in cities. This improves the environment and shortens average journey times.
Also reduction of parking spaces is desirable.
The citizens of SD could start thinking about saving their city from the motor car by good measures such as above and lengthening delays at traffic signals.

No abc ..it appears that most of these blocks are in the Piantini and Naco areas ,,,the entire area is a disaster for driving or walking or parking ..and nothing will change now as there was no planning when all the high rise buildings went up ..The traffic is now flowing well now on JFKennedy and 27 de Febrero .especially if you use the tunnels and overpasses ,,but between both those big avenues from Churchill to Maximo Gomez ..it is a nightmare ...as it is around Mega Centro .

Not so, the traffic culture here is everyone for himself, total anarchy. The government does little to maintain traffic order, even areas allotted for motor coaches are usurped by the driving public.

Josean you fail to understand that the Metro does not have any stations in this part of the capital ...maybe a new Metro line would do much good in aleviating traffic problems in Naco and Piantini

Express buses, bus lanes and park and ride are a short term cheap answer. Also very expensive parking in tthe city. Nearly everyone gets where they want to go quicker. Very effective in tourist cities in Europe. Crime is much less when nearly all people are riding buses. Only buses should be able to take the quicker routes in a city.

There have been many suggestions here as to what was the best form of public transport and riosm advocated a different solution and others suggested sky trains running along the main thoroughfares ,,I would have been very happy to eliminate every taxi publico and only have government run buses ..but a decision was made and we must live with i ,,,the same as Seoul, Bangkok , NY, Paris , Moscow , berlin and so many other cities live with their subways

The Solution is simple.
More new roads and freeways, Widen existing roads.
Stop wasting money on Bus to be given away as political payoff to private bus companies,

Until the Metro system is completed and its connection/links with efficient buses are established, travel will remain a mess in SD. Hopefully, this will be solved within 10-20 years time. It took a very long time of poor planning and massive population shifting from the rural sectors into the urban sectors to produce our current mess; it will take 10-20 years of dedication to resolve the outstanding issues involved.
Same with education. Long years of neglect will necessitate long years of investments and dedicated attention.

Last time I read the Dominican Constitution I missed the part about a legal MANDATE for the METRO!

Josean,
The Education and Transportation issues in DR are two distinct things. One can not be use to solve the problems of the other. It is like comparing apples to oranges. The solution to the transportation system involves a system like the Metro.

Josean,
It is not simply my opinion but common sense. It does not matter how much investment we put in education, it will not solve the chaos that is our public transportation system. At the same time, it doesn't matter how many Metro lines we build, it will not improve our education system. Like I said these are two distinct issues. One cannot be use to solve the other.

Angel,
You'll trying to reason with an idiot. He doesn't get that DR has many problems, and one must not put all the development in just one basket, but spread out and secure several. As I've stated many times over, the focus must be to grow the economy and provide more coverage especially in the primary and secondary school levels. DR got into these problems by under-funding education and these other important sectors because of our national elite didn't reach consensus on the need to increase investments on infrastructure and education until recently.

Educational upgrading is a slow process that will take a good one or more generations to fully reach its potential payoff. The traffic problems in SD and many other urban areas are pressing NOW.
So a balance must and is being done with available resources. Should we spend more on Education?
If primary and secondary education are the targets with greater access and QUALITY, good Management practices, I say of course!
Potable water, sanitation, transportation, etc., all need to be improved. When the Metro is finally completed and the links with modern buses takes place, even Hippojosa will have to come to his senses and state: I was wrong, this is a wonderful development for DR.

The foundation for a vibrant democracy is an educated and vigilant citizenry!

Proof that the loans that were taken for the Metro were destine to Education?? Or that the Dept. of Education had enough money in its budget, that would allow the construction of a Metro system???
