SD. The National Statistics Office (NSO), the Hotels and Tourism Association (ASONAHORES) and the Association of Industries (AIRD) agreed Tuesday to produce the statistical information needed to increase the transactions between the manufacturing and tourism sectors to promote formal employment, reduce imports, generate foreign exchange and boost economic growth.

Statistics director Paul Tactuk, AIRD president Ligia Bonetti, ASONAHORES president Julio Llibre, and the heads of other business associations signed the agreement to jointly support Dominican Republic’s National Economic Activity Survey which the ONE has been conducting for the past year.

The pact, signed at the AIRD’s Torre Empresarial, counted with the presence of the leaders of the three entities, the tourism and industrial sectors and government officials.

What vacanos means (I assume) is the law that prescribes that all employers in DR, must have a maximum of 20% foreign labor force.

This so called "pact" is just useless hogwash, and the forming of a front by the "elite" business owners to stop any intents to raise taxes, and remove exonerations.
The DR will never move ahead remaining to be the land of the most privileged, or the land of the influential, the mafiosi military and police, or the corrupt to the core mercenary politicians.
What we need the most is more efficiency at all levels, no more empty suits anywhere, reductions in salaries and bonuses in the public sector, austerity in expenses and purchases by the government, fire the entire police force and start brand new, we need to work more and spend less time talking and drinking, and above all we need more education at all levels, as well as strict birth control and border enforcement.
If Danilo starts strong he will finish strong, otherwise...

All these pacts, agreements and letteres of understanding are nothing but ways for the people creating them to justify their salaries. For the most part they are not worth the paper upon which they are written.

Just what it reads, like China for example. Only one child per family, or two at the most. Strict birth control measures includes sterilization, which may be further opposed by the religious groups.
So in our case we are doomed to suffer more poverty because of over population, unless the rules of the game are changed. Overpopulation was NOT a big election campaign issue but remains a big problem to escape poverty, for millions of Dominicans.
