SANTO DOMINGO.-The CEO of the Council which promotes small and medium businesses (Promipyme) on Tuesday said the agency will address the need for U.S. economic groups to invest in Dominican Republic’s sector.
Fernando Rosa announced a meeting at the Organization of American States (OAS) between Dominican US State Department technicians to target new funding to develop small and medium companies (SMEs). "We need resources so small businesses can turn to funding with cheaper cost."
The initiative comes from El Salvador’s pilot model (Small Business Development Center) which has allowed visualizing the impact and potential as a comprehensive assistance and support mechanism for the sector.
The governing agencies which support small and medium businesses in Central America and Dominican Republic, along with the SMEs Regional Promotion Center, and the University of Texas at San Antonio, organized the meeting in that city, to analyze the US’s support structure for SMEs.

What is the security from the DR interests to be offered to the US groups as the carrot to get them to invest?
It is very difficult for small business in the US to obtain funding from US government and/or the private sector. Only a select few get support. Because, there are equity requirements, business plans, collateral, among many other requirements. So, why should Promipyme think it qualifies for US funding? Because it is from the SME's?
The world economic crisis and the wars in Iraq and Afganistan have drained the US coffers and there is little state money being used for economic incentives stateside or international, unless it is in the national interest. Washington is hoping the reserve captial being stored under the mattresses of major corporations and business will be released on the markets to spark economic upturn. Until the latter happens it will be a hard day to get a hand out from the Gringos.
The DR should be funding its own small businesses.

zooma, there is very little i can add to that posting. why should US manufacturing interests invest here, when there is a far more competent and educated pool in China, Vietnam, India, etc, who work for less?

You obviously haven't been reading the papers. Cronyism through Grants, Subsidies, Tax Breaks and Guaranteed Loans is business as usual in the USA. It has to stop NOW.
I have already discussed cutting off Federal Funds for foreign businesses with both of my Senators. Better mooch now because after Jan 20th things are going to change,

discussed it with his Senators. i am sure they were impressed by your intellectual wherewithal. maybe they will use the advice you gave them to call for congressional hearings. can i expect to see you on TV any time soon, explaining the intricacies of your erudite proposals? did you discuss other niceties, such as farm subsidies?. by the way, did you suggest a tax to make corporations pay back the government for the benefits of public research? after all, it was government who footed the bill for over 70% of research and development between the 1950s up to the beginning of the 1990s. so, guys like Microsoft, and Dell, and the other IT guys should pay back government for satellite and computer, and internet research. how about commercial airlines?
From: United States
should they pay their fair share for the development assistance on jet angines? how about the guys making big bucks from GPS? did you suggest to your two senators that guys like Garmin should refund the government for satellite positioning technology, which allows them to get rich selling consumer products? i did not think so. mooching only applies to poor people, in your world. drop dead.

You did not read my caveat, "unless it is in the national interest". It is a tongue in cheek reference to those behaviors you listed and also to include genuine concerns. You can fall off the turnip truck and still have the faculty to know the sponsors of the behaviors always give emphasis they are doing it in the cause of national interest.

"But you say that money is made by the strong at the expense of the weak? What strength do you mean? It is not the strength of guns or muscles. Wealth is the product of man’s capacity to think. Then is money made by the man who invents a motor at the expense of those who did not invent it? Is money made by the intelligent at the expense of the fools? By the able at the expense of the incompetent? By the ambitious at the expense of the lazy? Money is made—before it can be looted or mooched—made by the effort of every honest man, each to the extent of his ability. An honest man is one who knows that he can’t consume more than he has produced."

GM makes cars trucks, supplies the government with critical parts for tank engines, secret service vehicles, all caddys, and serves as an institution of innovation. In war the factories can be converted to make war material.
So not to save GM would be the same if DR did not save say, the sugar cane industry. The same as DR does not invest in the power grid so the guys selling generators continue their payoffs. A subsidy.
The DR small business should look to the drug traffickers for funding. Give them a way to wash the money. Paying off the police and politicians are just operating cost. buying condos in Miami doesn't help you in Los 3 Brazos.
Some ideas for you:
Metro stops with kingpin names (maybe a stop near josean's house)
Apartment buildings that generate their own power, metered and payable to the kingpin
Paved roads to the campos that have tolls collected
Organized sanitation company with fee based cleanup
