Santo Domingo.- Presidency Chief of staff Gustavo Montalvo on Monday  warned there’ll be layoffs in all government agencies, to renew and give an opportunity to other "comrades" who’re outside the administration.

He said he expects the political organization’s members in government and the country understand the situation and don’t become disgruntled "and understand that there’s a need to provide opportunities for other teammates."

Montalvo noted however that the layoffs won’t be massive, but will take place in all areas. "A combination, it’s the sense of balance I think the president will continue throughout the administration."

Interviewed in the National Palace, the official said it’s a natural process that occurs when there’s a change of administration, explaining that the first designations are the ministers, general directors, deputy directors and all other posts later on.

The better policy decision is to move towards a transparent and merit based system of public administration based on Civil service examination opened to all. The top officials could come from academia and the private sectors.

I'll never understand why lay people off, when you can cut their pay in half and still have them employed and lose ALL their dignity. It's tough to get paid less, but if you know your doing it for the greater good, you can still adapt. However if you take everything away from the person they've got nothing to lose.

What is the concern ? The layoffs are the four year cycle to rid the patronage pool of the previous administration with new stock to feed from the government trough.

Well put and i agree with your statement : This was only good in NYC .In DR they have to make new room for the new crooks, keeping in mind that the gvt is the biggest employer.It is like the welfare recipients in NYC and USA with the exception of blue collar workers," where white collar must get a share of the pie. In NYC you don't find civil service system as we used to know, by testing new comers to be emplyees.Now is done thru "HOJAS DE VIDA"(RESUME). by doing so they are able to select who suits their taste.This was all changed 30 yrs ago ,mayor ED.KOTCH was in office.This kept the good paying jobs among the selected groups...Title changes also ,to suit his own crownies in all the City & State Depts.including MTA-NYCTA,making foremen the highest rankyou could get,above that was thru RESUME.Those that had the job either accepted the new title change w/o union protection or retired or were remove to unfunctional post.

This was also in parallel to the Feds when the "actor came on board" (president Raegan) the two
been Republican were looking to keep theirs in power. At that time new employees came in as TMA,(transit management annalyst) starting at a US$75,000/yr salary w/o experience,right out of college That was equivalent to todays US$150,000. This gave a boost to the educated poppulation w/o experience and an influx of INDIANS at top jobs untill it got saturated, since it was all new to the average American (pies & charts). Now they have another one that took its place called "communication tech"INDIANS had a foot hold on the others been Enlish was their second language and again they were able to find jobs at gvt offices Am not taking anything away from them . They are very smart but lazzy if i could understand them.
Everything has its peak , layoff is taking place for the first time in NYCTA & reduction in service

Civil service exams for all government positions. Improve process with technology. Pay and promote based on education and performance. In other words, become a civilized country.

Top ministers appointed or confirmed by senate. DR must get rid of this reward my friends, shut out the opposition and keep the poor poor mentality. This is the way of dictators and puppet show democracies

Remember DR has very little employer aside the GVT. and to create a standard as you describe, we first have to educate our people in all fields which brings us back to EDUCATION.
Again we just can't take a person that went to college for ex: lawyer and make him an engineer incharged of the electrical distribution or generating system for the simple fact he attened college
DR has to expand its Engineering system (not just civil engineer) as well as its specialist field.
Hope the New Community College will help once it is staffed.Nor do we put a general in charged
of air ports, when all he did was attended military school if he did, and did nothing else for the remaining time in the military ,
I have noticed all the appointees figures are Drs but are not MD nor are they all lawyers .Where and how did they get their Doctorate degree w/o leaving the country ?by correspondence?starting
with VP Margarita.
