SANTO DOMINGO.- The Economic and Social Council (CES) seeks the government’s approval of a comprehensive fiscal pact which prioritizes a review on spending and conducive to sustainable human development.
The CES members recognize the government’s need for revenue to fulfill its projects, but warned against the passing of another "patch" aimed only at creating taxes.
The CES is a consultative entity created by Presidential Decree in 2005 and raised to the constitutional level in 2010.
Formed by business, social and unions leaders, the CES was created to seek consensus on taxes, education and electricity, as established by the National Development Strategy (END).
Its president monsignor Agripino Nunez was interviewed by the Corripio media group together with members Mario Serrano and the representatives of the social sector, Felix Roque; Circe Almanzar, of industry, and Rafael Abreu and Mayra Jimenez of the labor unions.
"Rationalized government revenue and transparency are important for us, we’re tired of wasted funds that will go to corruption or squandered and which will not go to the priority of the government," Serrano said.

Exactly! Let's not kill our goose. What's needed first and foremost is a thorough accounting of revenues and how it's spent.
Medina, I'm confident, will discover govt waste and plug in leaks, necessary for the smooth running of our nation, without calling for more taxes.

Yes, seek better practices and decrease the levels of corruption in government. That will help, especially in creating a better environment in which to address the need for more resources. Because in all honesty, greater resources will be needed in order to close the age old deficits in education, housing, sanitation, etc. I'm not advocating milking the rich dry or killing the goose; just some sensible and modern contributions from those with greater resources to shoulder the burden of modernization and development. Unless the business leaders and other brokers in society step forward and facilitate modernity, a wedge develops that can easily be capitalized by the Chavez's of this historical period. Imagine Josean and his pitchfork gang roaming the DR! Terrible sight.

Agree, Atabey. except some pay more than their share, others, nothing at all! There must be changes in the system so that anyone knows what they must pay according to net income. A flat tax of 1 to 2%, annually, is fair.
The big problem here is that, because of govt mismanagement and rampant corruption, some in govt and private industry pay nothing and get rich at the expense of the poor.
Also, our govt is top-heavy with "workers' that do nothing but syphon moneys that rightfully belongs to education, health care, etc.
Our foreign embassies and consulates are a big drain of resources. Not to mention the armed forces with all the generals and other parasites.
One report on DT that was shocking, was how much certain govt functionaries "earn".
Cortinas Ng, The head of the Central Bank, for instance, made $20.000. per week! that's more than four times what our president makes in a week!! How can we afford to pay that much? and what could possibly justify such outrageous salary?!

RonEvane, are you serious? A flat tax on net income of 1-2%!!
What dear God could the DR government pay with such an amount?
Perhaps a flat tax of 25-30% with NO exemptions!.
The State needs to capture 25-30% of PIB and efficiently use those resources to bring about a modern and developed Nation-State. Yes, have to "user fees" like the ones on the roads, toll fees, to help pay for construction and maintenance.

But as many have pointed out, corruption and patronage, eat up a vast amount of resources so many people are very distrustful-with good reason-with any scheme that promotes greater taxation. But without serious reforms AND ADDITIONAL RESOURCES, the hoped for advances will simply never materialize.
DR is caught in a difficult situation or in a bind: DR needs funding for many worthwhile projects (provide for schooling of ALL its children cohorts from K-12, etc.) but at the same time control its huge corruption and "botella" patronage heritage. Could attacking corruption and the patronage heritage produce, if done wisely, enough momentum to then justify greater taxation demands on the public at large? And how quickly could the call to action happen? Certainly a nation could not expect its government to wage war against the two without producing the very services and goods demanded by the public without recourse to greater funds. In a bind, indeed.

If I were Medina, I would go after corruption big time, and attack the "botella" culture wisely. Then he can say: we are responsible with your tax monies and ask that greater funds be generated under the current strict standards set by my administration for the worthwhile needs of our republic and nation.
A few scalps will do him wonders in promoting this change.
