Santo Domingo.– President Leonel Fernandez asked today to annul the suspension and restore second hand imports from the United States.

Fernandez said the Public Health and Customs may discuss the matter and may activate the hygiene mechanism, since we know of people who earn their bread from that business.

He explained that the government purpose is rather protecting than affecting the consumers; however, his statement contradict other authorities who define this business an unlawful contender for the local textile industry.

Antonio Ramos, president of Organización Nacional de Empresas Comerciales, said the flea market moved an average of $29 million.

Customs Director Rafael Camilo reminds the ban affects shipments for commercial purpose not private shipments with food and clothes to relatives and exposed the poor coordination between the Customs and other institutions dealing with this problem

Fernandez said the Public Health and Customs may discuss the matter and may activate the hygiene mechanism,

what is all this sturm and drang about health concerns? the majority of the organisms cannot live more than a few days off the hosts, anyway. for the rest, it is a simple matter of WASHING in warm water, with the appropriate detergents. it is not rocket science, fellas.

The Jury Has Come in and Lie-onel Fernandez has been Found Guilty as Charged!

“Leonel Fernandez leaves the country as world champion in misappropriation of public funds and corruption, as well as decline in its competitiveness, with scandals of all sizes”

“Evaluation of Leonel in Government”

“The successes and failures of Leonel Fernandez”

August 05, 2012

Juan Bolivar Diaz/special to Acento.com.do (**)

“Eight years of government stability, economic growth and large infrastructure projects based on debt, but with low human development, serious corruption, purchasing of consciences and institutional precariousness”

“The eight consecutive years of Government of Leonel Fernandez marked a stage of stability and economic growth, with a significant legacy of building although financed with enormous debt, leaving fiscal and balance of trade DEFICITS which call into question the sustainability of the development model.”

"Serious deficiencies in education, energy and competitiveness with cronyism, corruption, lack of transparency and institutional precariousness throw a disappointing assessment of the management of a leader who used the rhetoric of the “age of the information” and “the knowledge society.”

Major achievements

Macroeconomic stability with annual average growth of 8 per cent of the gross domestic product and a significant legacy of constructions have been the greatest achievements of the Government in eight years which culminates next week.

The criterion is widespread that Dr. Leonel Fernandez entered in the history of major builders with Rafael Trujillo and Joaquin Balaguer, BUT WITH THE DIFFERENCE that did so ON THE BASIS OF FINANCING THAT TRIPLED THE DEBT of 7,900 to more than $ 24 billion and fiscal deficits which in the past five years, including the current one, are well over 300 billion pesos.

No one can argue with the sustained economic growth, control of inflation and the exchange rate during President Fernández last eight years, as also an extensive network of terrestrial communication, ranging from two metro lines multiple overpases, roads and bridges, as well as government buildings, schools and hospitals.

We must also certify the approval of multiple institutional reforms, many of which are precarious, given the new Constitution’s contradictory traits of modernity and setbacks, which were allowed, with the collaboration of opponents, helped him accumulate a huge political power that would continue after leaving the Government, thanks to his ability to attract supporters based on the distribution of political appointments and plots of power in new and old state agencies.

Significant progress in the implementation of the social security system and the expansion of external relations, with a larger presence in international organizations, are also among the merits accorded to administration that’s ending, although with no transparency on the excessive cost of the more than 60 extensive presidential trips to 30 Nations.

Big questions

Low investment in EDUCATION, just above 2 per cent of GDP, CONTRARY to the Constitution, the law, the national sentiment and HIS own proposals, is the greatest questioning of his management that benefited from 6 tax reforms that allowed him to triple the national budget, which rose from 139 billion dollars in 2004 to 511 billion earmarked for 2012 along with the debt. The man which talks about the knowledge society chose to continue the tradition of building a visible monument to himself, of cement and asphalt, doing the exact same thing as the two political strongmen who dominated the national scene of the last century did.

The quality of expenditure, without respecting priorities, with enormous waste, lack of transparency and widespread corruption is one the disgraces that stain President Fernandez, HIMSELF A BENEFICIARY with his Global Foundation’s PRACTICES OF INFLUENCE PEDDLING condemned in all democracies. A disproportionate rise in current expenditure has determined that public investment depends on up to 90 percent of the funding from loans. The public payroll grew 63 percent from 400 to 653 thousand people.

During his swearing speech in 2004 he promised to solve the serious energy crisis with mega plants of coal and the conversion of others to natural gas to improve service, as well as the renegotiation of onerous contracts with generators, recapitalize the distributors and stop the theft and loss of energy to reduce the Government subsidy that 8 years ago averaged 25 million dollars a year and that, on the contrary, it has multiplied 40 times since then and in the last four years is around $ 1 billion per year.

Also he has invested little in improving the capacity of the police to combat increasing crime and drug trafficking which generated great scandals, increasingly involving the police agents and military themselves. With cops earing 5,000, sergeants 8,000, lieutenants 10 thousand and colonels 20 thousand pesos, nobody should be surprised at police inefficiency and the consequent increase of public insecurity.

Competitiveness and corruption

After eight years of Government President Leonel Fernandez leaves the country as WORLD CHANPION in Misappropriation of public funds and CORRUPTION, as well as DECLINE in its Competitive Capacity, with scandals of all sizes, among which stands out the contract of 130 million dollars with the Sun Land, considered the largest scandal in national history.

Corruption and lack of transparency SYSTEMATICALLY CERTIFIED by organizations such as Transparency International, the World Bank and the World Economic Forum, whose index of competitiveness 2011-12 places the Dominican Republic’s position at 110 among 142 Nations evaluated, with a decrease of 17 steps from the 93 it registered in 2007.

Achieving the LAST position in“wasteful government spending" among the 142 countries evaluated by the Forum; 141 in "favoritism towards Government officials", and 140 in "diversion of public funds", it can be assumed that Dominican is world champion in corruption. The "QUALITY OF THE EDUCATIONAL SYSTEM" is at the 136 step, "mathematics and scientific education” ranked at 139 and the "QUALITY OF PRIMARY EDUCATION" DESCENDS to 140.

In the allocation of public resources it became Government policy to us those resources to support its own militants and attract dozens of political parties and groups with the delivery of state patronage, which at the same time weakened the institutionalization of the system of parties and diverse social institutions. High public wages overflowed for high level officials, the pork barrels grew, and petty cash boxes increased as did the secret payrolls and sweet deals of every kind.

The President awarded hundreds of privileged pensions of 40 and 50 thousand dollars to people who did not earn them and did not even need them.

The Government of Leonel Fernandez accumulated the alarming number of 340 Vice-Ministers and under-secretaries, more than 300 military and police generals and up to last December had a payroll of 1,163 persons designated in diplomatic and consular posts, many of which have not been accredited by Governments of the countries where they were destined for.

Serious questions

After eight consecutive years of economic growth, President Fernandez leaves 41 PER CENT of the Dominican POPULATION IN POVERTY and 10 PER CENT IN EXTREME POVERTY, as it was certified last week; with a million 840 thousand cards for access to programs of social assistance and subsidies, the biggest of which is 700 pesos per month, (a pound of rice per day) which does not encourage anyone to rise out of poverty, but remain clients and subordinates of the state.

The legacy of Dr. Fernandez of a fiscal deficit this year exceeding 100 billion pesos, and deficits in the current account of the balance of payments, of about 4 billion dollars a year, and the balance of trade which averages 8 billion 600 million dollars annually in the last four years, represent serious questions as to the economic sustainability of the country, especially when the international economic crisis is extending.

Hence claims of the productive sectors that complains of an economic policy which has sacrificed the national productivity with insufficient and expensive electrical power, LITTLE EDUCATION INVESTMENT, with serious difficulties of competitiveness even with Central America and that favors imports, stressing the unevenness with almost all countries with which we have national exchange.

The conviction of the business sector and analysts is that THE ECONOMY that is the model of national development, which does not generate quality jobs, with 57 per cent of employment being in formal jobs, IS EXHAUSTED AND PUTS UNDER QUESTION THE SUSTAINABILITY OF THE COUNTRY WHERE THE BORROWING CAPACITY IS EXHAUSTED.

Is relevant to note that doctor Fernandez will be the first Dominican President that turns over power to a successor of the same party, but even in his last days he had endeavored to spend more than what is perceived, IN HIS EFFORT TO INAUGURATE WORKS EVEN IF THEY ARE NOT COMPLETED, LEAVING A FINANCIAL MESS THAT WILL HINDER THE START OF THE NEW GOVERNMENT, and that will force it to expose its popularity to the risks of a dramatic reform that this time cannot just be tax, be an integral fiscal reform as well.

Electricity and Lightbulb - History

Thomas Edison's greatest challenge was the development of a practical incandescent, electric light. Contrary to popular belief, he didn't "invent" the lightbulb, but rather he improved upon a 50-year-old idea. In 1879, using lower current electricity, a small carbonized filament, and an improved vacuum inside the globe, he was able to produce a reliable, long-lasting source of light. The idea of electric lighting was not new, and a number of people had worked on, and even developed forms of electric lighting.
