Santo Domingo.- The deputy director of the agency in charge of building the Santo Domingo Metro’s second line on Wednesday said the new subway will start operations in December.

Transport Reform Office (Opret) deputy director Leonel Carrasco said more than 100,000 riders use the first subway line, while a higher number is expected on the second line.

He said the funds which president Danilo Medina’s Administration will allocate are vital to complete the work.

Carrasco said Opret crews are working overtime to ensure that the second line operates smoothly by year end.

DR ranks world leader in government wasteful spending

News commentator Juan Bolivar Diaz reports in Hoy that the DR was confirmed as the world leader in corruption, lack of reliability of police services and low quality of education.

Senator Felix Bautista has sent a sheriff's order to the new print and online news magazine, La Lupa, demanding the retraction of a news story headlined "Two similar jails built with almost RD$900 million in difference" within five days.

The magazine also features a story on previous scandals in which Bautista, a close aide of former President Leonel Fernandez, has been involved over the years. The more recent story says that investigating the senator does not appear to be on President Danilo Medina's agenda.

I don't get it. Leonel was the rave of town, everyone around the world praised him for a job well done and soon became the media darling of the international community, with all kinds of positive press written about him. Now suddenly, he is the bad guy, the worse and the ugly. What gives ?

Were people kissing up to him while he was in power and now that he stepped down his dirty laundry is being aired out in public? Yes politics is a dirty business.

Very simply put LF was the captain of a sinking ship. To hide the fact the boat was sinking and everyone on the boat was going to drown he and his crewmen only told everyone about the great buffets and shows.

He then had himself and a few of the higher ranking crew rescued by helicopter leaving the others to fend for themselves.

The Central Bank has alleges that data provided by the Economist Yvan Rodriguez to Acento.com.do are false with regard to issuance of credits without support, to finance part of the fiscal deficit, and argues that the monetary emission is at normal levels.

If this so, this is good and the country should be made aware that there is no need to even discuss or approve a new tax reform to increase the income of the Government

I'm an optimist, but I have to admit the pessimists have a stronger case.

Successful completion of the 2nd line is not the end of the story, it is only part of the beginning. There will need to be many more lines, plus an integrated surface line to Santiago, before the country reaps the substantial rewards of a world-class rail system.

Lets hope that Groucho can keep up with his reforms and complete the task before being "dealt with" by the establishment. They are not going to go quietly, they have too much to lose.

We are NOT pessimists. We just don't wanna wait for the (so-called positive) effect of some useless metro in the far future while the entire population desperately needs simple basic necessities for survival -IMMEDIATELY. For starters, the constitutionally mandated education should've come to them years ago in the form of: Traditional school, libraries, TV/radio messages/ads, pamphlets, brochures, posters, billboards...

Imagine the TRUE positive effect that education alone would set on the population.

There should've been plenty of money for many other REAL priorities. Instead, a handful of crooks came up with some schemes to steal and have an entourage of thieves to protect them. As a result, the country gets neglected, and you get desperate young thieves creating serious problems for everybody, especially tourists.

But how can a city like Santo Domingo afford it. What is needed is a complementary bus system which feeds into the metro and serves the more remote areas. You can then start banning publics etc Even with the metro little thought seems to have been given to pedestrian routes from and to the stations. The only way to get to the new Malls would appear to be by car.
Any though also be given about land use planning. Dealing with public transport is more than just building a lot of expensive underground lines.

A country that builds a METRO at the expense of 900 children ( just to mention one case since there are 100's of thousands) without a school since 2007, that have to improvise a class room in carport and under canopies, can’t be called anything else but a Failed State.

Lie-onel Fernandez and at minimum the Political Committee of the PLD, if not all the Senators and Deputies of ANY party that voted for the METRO, should be tried at the Hague for Human Rights violations.

They complained they are obliged to use as educational centers space outdoors, under canvas, in shelters and in borrowed premises.

This supposedly because the Santa Cruz school authorities do not allow students to come to campus, additionally they seized the desks and other immovable property belonging to The Corales- La Caña community school, which was installed in 2007 with the resources of residents in these areas.

The students from these communities receiving instruction on the private campus of Colegio Santa Cruz, but since education authorities allegedly failed to uphold an agreement with the owners of the private school; the children were removed from there.

Residents in these sectors expect the Ministry of Education to give response to their claims, since these children could lose the school year due to conditions in which they are being taught.

No sane person would deny that the state of education in the country is appalling. However the Metro is not the cause. Much more money is being rorted from he system by corruption in government and the military, with absolutely nothing to show for it. Also for the vast majority of Dominican voters, education is not a priority.

Like I said, Dominicans can make education a priority if the government shows some interest and makes it a priority -especially by pushing messages to Billboards, Radio/TV ads... about keeping the country clean, reducing noise, reading books... And there would be major changes in their attitude.

All the Dominicans see are crooks in power with (inbred entitlement mentality -gmiller's quote). Dominicans hope to become successful crooks themselves and it all becomes a vicious cycle with no end in sight.

With some form of education (now matter how small) would help tremendously towards a brighter future that the metro will never provide no matter how much money the moronic government borrows and pours into it.

NATIONAL crisis like healthcare, infrastructure, security... have been neglected at the expense of a metro, malls, overpasses, a state of the art parking lot that were built primarily to steal money, and ironically out of education money that Dominicans desperately need.

Willion, You and quite a few other posters in this forum fail to realize that infrastructure is vital to the advancement of our nation which hastens the welfare of our people.
Overpasses, roads and even parking lots are absolute necessities to the prospering of our nation. Without these, the state of our well-being would be much worse, something resembling the likes of Haiti.
We must modernize if we're to prosper. To do so, takes money , lots of it. There's no getting around it! You and other detractors here may scream all you want but this Metro, when it's all completed and done with, will serve us well. It will facilitate how we get around and will help promote business in a direct, effective way. All this spells prosperity..... Many of you can't see the forest for the trees!, Que Hostia!

Ron, I am very compassionate about this issue. And, I feel like I am not adding much to it. Yet, let me re-re-re-restate the fact SD is NOT DR. What about the rest of the country? The country has serious problems on ALL levels. And all levels are totally ignored.

Why does UASD need a State of the Art Parking lot while its own students are not getting proper education and the kids, a few miles away, are under Mango trees? As the matter of fact, the kids in the entire country are not being helped at all while you have a metro in that part of Santo Domingo that takes people to some underpaid work, to some low-grade schools, to window-shop in some beautiful malls.

National healthcare - bad; national roads, bridges - very bad; national education - sad; corruption - lucrative business...

All we, the detractors, are saying is that: A homeless family borrowed $100,000 just to buy a blinging necklace for their 1 year-old's birthday. To us, that doesn't make any sense at all.

Williom, I will admit to this Metro project being built at a huge cost and without much planning. If Leonel had put as much emphasis into education as he did trying to make SD look like a mini “Nueva Yol”, most likely, our educational level would have been much more advanced…Something like what Cuba looks like today. To wit: total literacy but very little infrastructural improvements. If not for the European nations' desire to preserve old Havana, most of those beautiful colonial buildings would have collapsed by now! Fidel hasn’t done much in the way of modernizing the country.
Anyway, I won’t dispute your sensible arguments in that regard, and concede that much money was misdirected into something the people did not want or felt wasn’t needed at the time……BUT, regardless of Leonel’s motives, (and It's obvious he built it to make himself look good), It is done and over with!
We’re too far into the second line to stop now. It must be concluded. .If no more lines....cont.

If no more lines were constructed, I’d be ok with that. But, if we’re to emerge as an eventual first-world nation, the further construction of infrastructure MUST continue.
Perhaps trolleys in the bigger cities, (Santiago, La Vega, San Francisco, etc.), and railways throughout the country. ..All this takes tons of money and there will always be people against it, who think it best invested in other things. No getting away from that!
But one little detail escapes many here who can’t think beyond that what they see, and that is the fact that DR spends over 12.000.000 million dollars PER DAY in buying petroleum to mostly power cars and trucks! .. If we’re to survive the end of oil, we must adquire electricity-powered vehicles and trains. And this has to be done today!.. Just think what can be done with 12 million X 365 days = 4.380.000.000….each and every year of oil NOT consumed..!!! ..What could we possibly do with all that money??

Anyway, it's done. At least, can the current government make all the national crisis a bit bearable and manageable?

No, I am not counting on it. Fixing problems requires the elimination of corruption. Can't fix corruption with corruption. Or, all corruption officers and projects managers would go to jail. So, it's a lot easier to deal with marginal feel-good projects than to deal with attacking the real issues: Corruption.

I understand you perfectly. But, prevailing corruption derails all hope for a brighter future.

Education is the sure way to slowly get out of this mess. Government understands that. That's why Education is always the first to be crippled.

If you think education alone will “get us out of this mess”, and eliminate corruption, you’re in for a big disappointment. One only needs looking into Cuba’s government leadership, to see the obvious. In spite of their high educational standards, they are still corrupt to the core!
Theirs is a one-party system which determines your way of life, standard of living, and means by which you earn your keep. Being an elite member, will garner favors, bribes, and all the perks that go along with a government post.-- Pretty much like the DR.

The same goes for North Korea. Lots of schools and dedicated people with many skills, but, most people are literally starving! Most, except the ones in government.

Because of you and some few others, I personally went to DR for the first time ever earlier this year and rode the metro. The next day, I visited the Blue Mall where I was willing to buy a pair of comfortable sneakers. And the price was US$110. Similar shoes probably cost US$70 top in the States. Not many locals can afford to shop there, and I did not see why a tourist would want to buy much other than some pieces of gums. Then, my friends took me to some poor neighborhood. What a contrast!

It has all been planned.

You all seem fixated on the Metro and Blue mall. You all keep bringing up the same argument as if that’s the one and only reason for the dire state of our schools. Well, it isn't! Your arguments lack substance and logic. You and friends are not seeing the whole picture, just a few pixels and limited in scope because of your inability to take in the full spectrum of colors.
Contrary to what seems valid and obvious to you, the real culprit here isn't what the govt. spends on infrastructure. It is the mismanagement of its revenue. I don’t hear you complaining about the wasteful military expenditure, or the redundant diplomatic foreign posts, as far off as Kazakhstan! Or the USD$4.380.000.000 ; that’s FOUR BILLION, THREE HUNDRED AND EIGHTY MILLION dollars, each and every year that the DR spends purchasing foreign oil.!!

I also said there are National Crisis on all fronts. They are all neglected and EDUCATION has been ILLEGALLY purged for a good reason -to make it easy to steal in all levels. Audit it all, and see who must go to jail.

I've been here long enough to know that we've all been repeating ourselves. And, it's very obvious TO ME to see why SD seems to be the only city in the DR.

The argument for a Metro in Santo Domingo is stronger than for most other capital cities, given the high proportion of the population that live there, the lack good roads, total absence of freeways, the belligerence of the bus companies, the un-roadworthy state of most Dominican vehicles and bikes, and the appalling way Dominicans drive and ride.

Team, we cannot stop progress however, there has to be an order of priorities, based on the existing needs of the people/country. Please read the above excertp that was published yesterday here in DT regarding the current state of the Health Care ministry (hospitals) in the DR. I travel back and forth to the DR and I have not NOTICED any improvement in any of the areas regarding urban traffic/ commute; it is still the same polluted, congested mess. The number of “motoconchos” and taxi cabs keeps increasing at an alarming rate. Follow by the continued pressure from the un-ruling, out of control, union leaders (sindicatos) to “inject” more buses into the already over-crowded, streets of the City (capital).

The problem is that the capital is but a small part if the entire nation and the METRO only covers a small part of the capital.

The largest infrastructure project in the history of the Dominican Republic, 1,000,000,000 dollars to service only a few neighborhoods in the capital. Juxtaposed to all the real national priorities this is the biggest, stupidest boondoggle in Dominican History

I am going to be “the Devil’s advocate” regarding the prices in some of the newly, luxurious mall in the SD. The prices are “reasonable” if you take into account the following facts: Transportation of the goods, taxes (US), storage, more taxes in DR, a shit load of custom taxes in DR, and unnecessary “stamps”. You have to bribe somebody after you had already paid all required contributions; local transportation to your business and marketing/advertisement and finally, leasing fees and local employees wages…..this is why they have to charge more. (Facts we own one small sport store in SD).
PS: Further, you will have to lower the prices of the goods if you cannot sell them within the first 90-120 days.

.......Or housing, or health. There is none, Roy. I couldn't begin to contemplate/consider what,(given Leonel's screwy policies), it could have been done with it, or where it would have ended up. Maybe Leo and cohorts would have been that much richer today! Who knows!
In the meantime, the Capital would have been that much more chaotic and polluted. I hate to speculate on a notion that have no way of evidencing itself. It's just too hard to do. No one here can say for sure what, if anything positive, would have resulted from the investment of all this money with any lasting benefit for most of us... In retrospect, it's simply impossible to predict.

"Almost half of Santo Domingo's water is lost"

The 382,000,000 gallons of water pumped into the Santo Domingo Water and Sewer Corporation's water system are never enough to provide the huge city with sufficient water.

The reason is incredibly simple: between 45% and 50% is either lost in leaks or wasted by customers, CAASD director Alejandro Montas told reporters from Diario Libre.

He said that on 13 September the system "produced" 383.58 million gallons of water, and 148 million went to the central level, 121 million went to the east, 52 million to the southwest and 23 million went to the north. Montas said that of those amounts, some 172 million gallons were lost.

This means that five billion gallons a month are lost when the aqueduct is functioning properly and this would average 60 billion gallons a year in losses.
