Santo Domingo.- Several surveyors and civil engineers caution that the national property titling and the creation of the National Property Registry Office (Onari) announced by President Danilo Medina will not achieve its objective if the draft to amend law 108-05 fails to include some measures that were circumvented.
They said the national development strategy Law should be updated to modern requirements, establishing penalties against recurring mistakes committed by surveyors, who are required to renew their license to practice and encourage universities to update their academic programs for surveyors to move up from a technical level to a professional career, Geomatics Engineering.
Alexander Holsteinson, owner of Holsteinson & Asociados, Gustavo Rodriguez, head of UNPHU University’s Surveying School of, Luis Garcia-Dubus, vice president of GD Geomatics Office surveyor and the surveyor Gustavo Estrella, said they are concerned with the national strategy to title property, which could be declared national government priority.
Speaking with Diario Libre Editor in cheif Adriano Miguel Tejada, the experts added that the bill would create the ONARI, which means the group of professionals runs the risk of becoming dysfunctional because of its legal weaknesses they say must be corrected.
