Santo Domingo.- Even if a magician was placed to head the State-owned Electricity Utility (CDEEE), the energy crisis will continue, because for president Danilo Medina, it’s a structural issue.
So much so that CDEEE CEO Ruben Bichara revealed that the Utility’s crisis is much bleaker than the new authorities initially imagined, such as having to pay as much as US$1.2 billion by year end.
Speaking in New York Wednesday, Medina revealed that he met with Colombia president Juan Manuel Santos, seeking help to solve the energy problem, especially to finance the electricity bill.
"It’s not a problem of Radhames Segura, Temistocles Montas, Celso Marranzini or Ruben Bichara now, it’s a structural difficulty of Dominican Republic’s energy business," the president said Wednesday on the morning radio program El Zol.
But Bichara, in his first news conference since assuming the post, insisted on pointing to the pending debt of US$1.23 billion with the power companies, the refinery Refidomsa, the Reservas bank, and suppliers, in addition to a frozen debt.
He added that in a best case scenario, if there was a US$600 million payment on the debt during the rest of the year, the CDEEE would still start the year with a deficit of around US$500 million.

Does anyone doubt that the whole problem would go away if everyone were forced to pay for the power that they use. Sadly, the government has no interest in making this happen. They are too afraid of losing votes.

@juanb absolutely correct. If everyone was connected to a meter and had to pay for the amount of electricity consumed the main problem, financing, would go away. Those who steal electricity and those paying via a fixed sum have no incentive to reduce or conserve power because it either costs them nothing, because they are stealing, or paying the same fixed amount irrespective of the electricity they use. These are the people who will leave all the lights on in their property day or night, when they have electricity that is, and think nothing of leaving appliances running full time etc. Where something costs nothing or is at a fixed rate there is no incentive to maintain any control over consumption to the detriment of everyone else. An investment in meters and enforcing legal connection for everyone would go a long way to solving the problem and those who don't pay get cut off and if they reconnect illegally fined or put in jail.

Hey Adrian that is exactly what I have been saying all the time that the problem here is because more than half of the population that has electricity in their homes don't pay for it.

I wish they stop talking in riddles and say it like it is. Just spit it out and come clean.
The first step to solving a problem is to be forthright. They must realized and openly accept the mistakes, weaknesse and frailties of the past then develop a clear cut plan of action. If they dont come out and admit their errros, the electricity issue will never stop and last for ever. In the mean time let me go start my generator.

As most reasonable people have already stated and all major international organizations that have looked at the problem have pointed out, the issue is very plain: Stop the electricity theft and get on with it!
All major parties and their leadership have been culpable: Balaguer, Guzman, Blanco, Balaguer, Fernandez, Mejia, Fernandez. Will Medina FINALLY take the bull by the horns?

Atabay, you are right, but remember there is a law that allows for prison time for electricity theft. politicians do not want to lose favor with voters by enforcing it.

First give the people a "more" descent "pay for work", so they would be able to pay and not "steel" these "luxury items".

Or the gvt officials that think it is part of their perks,since the gvt provides it and they are the gvt,therefore are entitle to get it for free.
I always said why doesn't the gvt step out of it,and let them use candle light if they can't afford
a simple electric bill.

This is a response from EdeEste as to why areas normally with 24 hour electricity are having outages:-
"I finally got a reasonably honest response today from EdeEste! I am told until the "deficit" is brought under control between the government and the electricity suppliers, the "A" electrical circuits will be having outages. We are programmed for 7:30 am to 11:30 am and again from 3:30 pm to 6:30 pm. Wow 7hours a day for an A circuit, imagine what the C and D circuits are dealing with!
So now we know!

FromB, electricity is not a luxury comodity, neither in Belgium nor here. It is a neccesity of life, and for me part of earning a living. To pay the bill, people have to earn a decent wage for thier decent jobs. The bills have to be for what is consumed, not what is guessed by largeley illiterate meter-readers. Stop threatening people into paying! Everybody has to pay, including big companies, government agencies and even the presidential Palace. Give the right example!
The government would have more revenue if they would charge fees for concessions, energy concessions, but also gold and other precious metal concessions. That would also lake care of the Barrick-problems.
