Santo Domingo.- The Presidency on Friday announced it submitted a bill for a US$1.0 billion, 10-year bond to Congress, the biggest sovereign issue in the country’s history.

The Executive also submitted legislation via the Senate which authorizes the Finance Ministry to acquire RD$45.0 billion (US$1.1B) of debt in 2013, by auctioning securities as well as through bank credit in the local market,.

Once passed by Congress, the Finance Ministry will determine the issue date, according to a statement handed out to reporters in the National Palace.

What's really tragically funny is that when these bonds are placed (with us paying a substantial interest for the money borrowed) the PLD paid stooges will come on this site to tell us how wonderful it is that the world markets see us as such a good place to lend money. The truth is that for what we are willing to pay in interest, it is a good gamble for the lenders. On top of which, they know that we are a good customer of the IMF and that they have been willing to lend to us when we get desperate. And now, with the new taxes in place the IMF will be even more willing to bail us out.

What they need to do is sieze the properties and finances of all these thieves and drug dealers in the country. Then maybe that amount would be less. But as a country they are not progressing. It seem with one step forward, the take three back. Its an inbred mentality.. Thievery, drug dealing and being a crook in all facet of life.

Getting into debt, like it or not, is part of the equation for progress. In order to run a company, a small enterprise or a nation, one must borrow the seed money necessary to plant our fields and eventually,reap the benefits of our harvest.

Ron.....You are absolutely correct......up to a point. If the money borrowed is invested fully in a project there are sound reasons for raising capital this way. The problem with the D.R. has always been that 50% or so is siphoned off into corrupt officials pockets for their spending money so the project is never fully financed or completed, or completed badly so it falls into disuse in a short space of time.

If the money is being borrowed to pay off the current electric debt it will not available to fund the investment needed to bring the sector up to a level of production to meet current needs so the situation will just keep going the way it has for the last 30 or 40 years!

In most cases, in running a business debt is part of the equation. However, in this case getting into debt does nothing other than digging a deeper whole for the country by the incompetents in charge of running the country. No where more so than here do people go into public service to enrich themselves. And they do so by borrowing huge sums and then siphoning off whatever they want for themselves.

When companies in the civilized world borrow, it is for plant and equipment, stock, buildings, advertising, R & D. etc. and they need to show the board that the ROI safely exceeds the interest rate, and the bank that the liquidateable assets exceed the principle. In the Duminican Kletocracy, these principles don't apply - there are no principles.

Danilo, stay with what you know, which is nothing. borrowing a billion dollars to pay off CURRENT expenditure, which has already been used is a terrible state of affairs. it is like borrowing money to pay off a vacation you took 5 years ago. when you borrow this kind of money, it should be used for capital investment, not to pay things like overdue electricity bills. thankfully, know nothings like you will never rise to the level where you will become an advisor to anything besides jugando gallo and drinking Presiden

Now that all international financials institutions, like J.P.Morgan upgrade the review of D.R. , the government can properly summit bonds for any amount t they estimate properly .

Any government need funds and financing to operate properly. D.R. is not the exemption to the rule.

Even small towns here in USA ,issue bonds to the public..And some of them don't have good rates.. And people buy them on the regular basics.

If the REAL economist of Central Bank ( not the street wise dorks of DT) find them a proper way of funding , to help reduce the deficit, without major sacrifices in Dominican economy , them , that measure should be welcome in Dominican society.

Bonds were issue as well during Jose Lois Malkun administration of Central bank during Hipolito years with a disaster at the end with a big financial scandal that we all know...
At the end , Malkum was retired with a pension of RD$450 K for his" GREAT administration"

At this stage we do not know what will be the date of the issue, what will be the interest rate and what will be the purpose of the bonds . However within Treasury , there is a very detailed cash flow programme that shows when all the previous borrowings fall due , when the new tax increases will reach the government , when the further increrases in income that have already been passed into law will be in the governments accounts. And we will also know the effect of the various government cost cutting measures , which may be increaed. For all we know at present much of this new issue which may carry an interest rate of say 5 % will replace bonds at 8% that are to mature in the next 10 years .
I think some of the money will be used short term to cover the costs of government until the new taxes flow through But , or no one else here knows more
At this stage the government does not even know how to collect the taxes on multiple properties with an total value of more than $5 mil.
