SANTIAGO. - Dominican Republic president Danilo Medina on Monday thanked Venezuelan leader Hugo Chavez for creating the Petrocaribe oil-supply mechanism, affirming that it advances the Caribbean nation’s economic and social development.

“Part of the oil bill’s funding through Petrocaribe has meant a huge boost in the search to create a cohesive society and economize to help us boost national development," said Medina, speaking at the Latin American and Caribbean Summit, CELAC, taking place since Sunday in Chile.

He stressed Chavez’s desire for integration and called Venezuela’s president, "a man of strong convictions, commitment, and above all, a man of solidarity."

Medina noted that several years ago then president Leonel Fernandez instructed him to seek help from Chavez to finance a part of the oil bill. "He then called to found Petrocaribe, which for the Dominican Republic in particular has had a special meaning."

Since 2005 Petrocaribe supplies crude with soft financing to Antigua & Barbuda, Bahamas, Belize, Cuba, Dominica, Guatemala, Guyana, Haiti, Jamaica, Nicaragua, Dominican Republic, St. Kitts & Nevis, Saint Vincent & the Grenadines, Saint Lucia, and Suriname.

Yes, AC, Chile has certainly done well and is showing the way towards a sound and strong macro-economic model for all of Latin America. They have had several massive earthquakes and you don't hear anything about massive suffering and the like! They have handled their own problems and then some. Excellent work. Chile has enough capital to run a counter-cyclical economic regime, something that many Latin countries can only dream of doing. DR can learn a lot from Chile and should.

As for the Chavez Petro-Caribe Deal. If Chavez wants to spread his country's wealth around, why shouldn't DR take advantage? Tell me of any other country willing to sell us oil at 40% down, deferring part of the payment through a 25-year financing agreement at one per cent interest?

If Chavez wants to sell his petro at such a cheap price, these countries would be crazy not to take advantage.

Of course, DR should address its own energy problems, theft and non-payment, before Chavez dies.

Wasn't one of the terms was part of the payments from the D.R. was to be in Black beans and that the D.R. hasn't been keeping up their end of the bargain?
With massive food shortages in Venezuela becoming more frequent due to Chavez's policies how long before he starts using the D.R. as an excuse for his failure to feed the people?

Lets see how the Petro-Caribe deal works out.

They assure reporters that from the Ministry of Hacienda, which handled the program, the officials in charge constituted just some new intermediaries, who only looked to take advantage of their role as simple coordinators.

Victor Matos, one of the leaders of the Unitary Farming Committee (CAU), said that the fact that these (DR) officials demanded of the farmers the delivery of between 8% and 12% for the cleaning and packing of the beans, when, it was his understanding, that the farmers themselves should have been allowed to carry out these jobs in order for their harvest to be more profitable. He questions the fact that in the profitable jobs, there was not sufficient planning done with the people in the fields."

But it's the DR that has to right the ship. The Chavez Petro terms are extremely advantageous to DR.

With Medina in charge, perhaps the program will start to operate as it should and DR will pay more of its oil debt with black beans and other agricultural goods and products.

The terms are outrageously good for DR. Of course there are the problems in DR with following through on the terms. But Medina is handling things all right.

All Chavez has done is get various government to be indebted to his product. Anyone who thinks that one Government agency doing business with an government agency of another country is mutually beneficial to the masses are just ignorant.

What happens to the bean crop in the D.R. when the Government messes things up and demands more product from the growers?

What happens when the price of production goes up but the payments from the D.R. government doesn't?

What happens to the supply of beans when the producers start switching to other more profitable crops?

What happens to the Dominican Tax payer when they are forced to pay more to the government in order to subsidize the bean producers to make up the short fall?

Some people call it the "Law of Unintended Consequences" I call it the "Law of the Ignorant"

Are you serious?

The most corrupt is Chavez himself and his cronies.

Millions of acres of productive land has been stolen from their rightful owners and given to those connected politically only to fall fallow. Factories stolen and give to his buddies only to see production to stop or end completely. Even Oil production is still way down.
Venezuela use to be a net food exporter. Not it is suffering through massive and common food shortages.

That is all true anthonyc. I never said that Chavez was a good guy, but he did send alot of corrupt officials to jail when he first took power. At least he faked the funk for a little. He did turn out to be a big tu!d though. Medina hasn't even done that, no one in DR will.

Just like every dominican president. The last one flooded the country with his cartel buddies that have turned that beautiful island into the wild wild west. One of his wife's account had $40 million dollars! Where did that come from? How many poor kids wouldve been saved if the public hospital had prenatal care for his mother or medicine for any other sick person? Or food for the poor, or education so they can have a brighter future and dont have to die like dogs in the street when the police catch them, etc..etc... All they care about is buying more yatchs. Directly or indirectly they are all murderers.

What the DR needs to do is what Carpintero has stated in another post, stop the large scale theft and remove so many BOTELLAS from the electric "tetas" What Chavez has provided is a breathing room moment, and DR along with all the other nations that participate in that arrangement should take the opportunity to clean house and make their energy portfolio work.

At some point Chavez will die and perhaps his Petro-Caribe option too. Countries should not risk their futures on the health of a very sick individual. What happens when the terms go to market rates?

A load of hurt will spread quickly around the Caribbean Basin.


So count your blessings and right the ship before the expiration of Chavez Time in Venezuela.
