Santo Domingo.- The Foreign Affairs Ministry and he Organization of American States (OAS) on Monday agreed to implement a diagnosis leading to issuing documents to Haitian immigrants in the Dominican Republic.

Foreign Affairs Minister Carlos Morales and OAS representative Araceli Azuara signed the agreement to elaborate the diagnosis within four weeks.

This agreement is rooted in a meeting between President Danilo Medina and Haiti counterpart Michel Martelly during the summit of the Association of Caribbean States April 26 last year, when the Dominican leader offered to provide the facilities and infrastructure needed to make it easy for Port-au-Prince to issue documents to its nationals here.

I wholeheartedly agree with issuing ID's for "immigrants". It is a no brainer.

Merrium-Webster: An immigrant is someone who comes to a country to live there.

......And who's gonna pay for all this?...As usual, it looks like it is us. We have to come up with the $$ to document Haiti's citizens. But the Hate-ians on this board , I, e, Joseanus, dannyzero, basta, don't appreciate the good gesture on our part. A good example of these vermin's lack of gratitude.

Alright, Mike, then tell me: How's every Haitian citizen living in DR supposed to obtain his ID card?
Does he/she needs to travel back to PP, or do the government simply mails or delivers them personally?
Or do they get it via embassy?
It seems a difficult task, considering the hundreds of thousand undocumented folks living all over.

Another pertinent question is who is going to foot the bill?
Haiti is famous for ordering the most expensive dishes on the menu, and then skipping out when the bill comes.
The DR can not afford, and will not be stuck with the bill once again, if we where not even invited to the feast.
Enough paying for Haiti's broken dishes.

An immigrant is someone who moves from one country to another to live there, legal or illegal. .........The core of the problem is not that Haitians are immigrant, rather which are illegals. You can never be legal without proper documentation. Illegal immigrants are the subject of deportation, in all countries on earth including illegal Haitians living illegally in the Dominican Republic !!! IRREVOCABLE AND DEFINITIVE SINCE 1929 TO INFINITY AND BEYOND !!!

I believe the government of Venezuela donated 60 million dollars to Haiti, for the documentation issue. Therefore, even if the Haitian government pays for the docs, it is not Haiti's money. The Great Questions are:

What is to be done with those illegal population, now documented to be foreigners, in DR?

How will these people be treated?

Will deportations take place, and if so, at what rate? All within say 1 year?

Agreement on those working and in schools has been reached by the DR and Haiti.

But what about those who fall outside these parameters?

Those involved in begging, prostitution, petty crimes, roaming the countryside or roads, living in shanty towns across the DR?


That large population of illegals are going to be the most contentious issue in the coming months. Danilo's 18 month period will end next January 2015 and then the Sh*T hits the Fan.

It looks like the goal is for the illegal Haitian population in DR, to obtain the proper Haitian ID's in order for them to apply for the Dominican Regularization Plan established by decree 237-13. The ones that will most likely take advantage of this will be the temporary foreign workers involved in domestic production.

Yes. But that still leaves out a massive number that falls outside these parameters.

What is to be done with these people will be highly contentious. Temporary workers, students, and "los Viejos" will have little to worry about. But those who fall outside these groups, and those number in the tens of thousands, will be the focus of a huge fight between the DR and Haiti representatives. The DR will want these people to go back to Haiti, and Martelli will want to force DR via international pressure to maintain these Haitians inside DR.

since every one that is worthy of deserving visas and residency,

will already have them by the dead line,

then those that don't have docs are illegals,

and therefore candidates for deportation.

By then it is a matter of deportation of illegals and it procedure,

and not about the supposedly "stateless",

that is being claimed in the international forums.

Government workers will travel to remote corners of the Dominican Republic and the Turks and Caicos which also have a Haitian population to register Haitian citizens residing there without legal papers Baptiste Saint-Cyr director of the country's National Identification Office told Radio Metropole on Tues. the $ 2.5 mil project begins next month and will be carried out in other countries where Haitians migrants lives. Saint-Cyr said. Haitian migrants will be identify with the help of neighbors.

If not for foreign investment in this country (understanding this is one of the most frustrating countries to do business in)...what would this country be???

When are you coming home for a visit of more than a week???

buys a home and makes the proper payments,

does not give the bank officer the right to enter the house,

and tell the home owner what to do in his own home.

The loan officer cannot dictate,

who to allow and not allow in the house.

Its not his home.

as far as the Haitian issue is concern,

let me repeat myself.


As a child my family and I migrated to the USA, with legal residency.

Do you notice the difference, legal residency.


I have no issue with Haitians that are legal in the Dominican Republic.

I have issues with the illegal Haitian invasion of our country.

The Haitian government not providing the simplest of documents,

for its people. Not even a birth certificate.

They cannot become legal residents anywhere.


All legal immigrants in our country have a right to be here,

illegals don't.

Illegals are the subject of deportation, whether you like it or not.

Haitians have a country of their own, a the western piece of the Hispaniola.

They need to be deported to their country of Haiti ASAP !!!


BTW: Dominican illegals where ever they are, should also be deported back to Dominicana.
