Santo Domingo.- Internal Taxes director Guarocuya Felix on Wednesday called the corporate tax rate relatively low, and said it’s even lower than the average 28% of the income tax, because those large companies have mechanisms to evade.

He said the recently-passed law 253-12 has become a "counter-reform" and proposed a dialogue for a fiscal pact, since in his view the country can’t afford the constant "loss" of its tax base and the Customs Agency trend toward constantly decreasing revenues.

He blamed the "counter-reforms" for the country’s stagnant tax base from 1990 to 2010, which he affirms further distances the country from industrialized nations.

He cited the last tax reform (law 253-12) which had a projected 2.2% climb of GDP, or RD$55.0 billion (US$1.3 billion), which Congress lowered to RD$45.0 billion, then to $35,0 billion, and ending at $24.5 billion.

The problem with your tax code is that you only tax the poor families 18% every time that they go to the supermarkets, hospitals, and 45% when the go to gas pumps. You give big tax exceptions to large companies such as Barrick Gold, Electrical generators and to all big hotels and also to all the buses unions, so if you want to collect more taxes stop giving all these tax exceptions to those big companies.

What is certainly true is that unless the State can manage to capture its lawful stream of taxes, DR's modernization drive will not have the overall impact its planners hope for nor the nation expects.

The "old ways" of "Yo No Pago" and "I demand my Free Lunch" will negate many opportunities throughout the economic life of the nation.

actually he is talking about corporation tax here and the Dominican rate of 28% is atthe lower end of the scale but the foreign companies operating here use what is called price transferring to move their profits around , The Dominican Tax office does not have a proper compliance division and so the overseas companies find it very easy to evade Dominican tax. IN most western countries the compliance division of the Government tax office has an officer permanently in a the offices of big companies or they make regular visits to inspect the accounts.. Probably the best way to stop the evasion is simply to make all companies report to the tax office all charges made by their overseas affiliates ..and to disallow those that are excessive or not real

actually, the corporate tax rate in the DR is 29%, which is higher than most countries in the region. the World Bank commented on that just last year. the personal income tax marginal rate is 25%, which is higher than many. the ITBIS, 18%, is one of the highest.

what is low is collection, which is a function of many things, not the least of which is personal character.. if you raise tax rates, the cheats will find even more creative ways around the increase.

now maybe if less of this money was just flat out stolen and wastefully spent..hmmm..
