Marshall plan for Haiti ?
French President Nicolas Sarkozy on Thursday launched the idea of an international conference for reconstruction and development of Haiti. This conference, if it leads to a kind of Marshall Plan after the Second World War, could be beneficial for all participating countries, says economist Sebastien Lavoie of Laurentian Bank Securities.

The Marshall Plan was launched by the Americans in 1947 to help rebuild a devastated Europe. Investments from 1948 to 1952 totaled $ 13.3 billion U.S. dollars at the time.

"It is clear that Haiti needs infrastructure, schools, hospitals, so that the economy back up. And speaking of billions of dollars to be injected over a long period, "said Lavoie.

According to the Economist, the Haitian economy had made the best of recent years and it will take a lot of money that Haitians found the level of prosperity they had struggled to achieve.

Mr. Lavoie said that such a plan would benefit companies certainly French, American and others who would work to rebuild. "It will bring more of something good for these companies," he said on the air Silver.

If the expertise to succeed outside of Haiti, the local workforce could however take part in the jobs created and renewed confidence.

"Such a plan could bring the economy back on track," said he.

I had discussed this idea with a friend of mine just a few days ago. This is the only way that Haiti can get up from this tragedy. This could be the great catalyst that will change the Haitian economy, infrastructure and society. We should all push for this, othewise only God knows what will become of Haiti.

I don't know if this offer is serious but the President of Senegal went public.

I wish a Marshall Plan were offered to Haiti. Would forever change Haiti for the better and bring Big business opportunities for the DR.

Senegal's octogenarian President Abdoulaye Wade told a meeting of his advisers that Haitians are the sons and daughters of Africa, because the country was founded by slaves, including some believed to have come from Senegal.

""The president is offering voluntary repatriation to any Haitian that wants to return to their origin,'' said Wade's spokesman Mamadou Bemba Ndiaye late Saturday following the president's announcement.

""Senegal is ready to offer them parcels of land … even an entire region. It all depends on how many Haitians come. If it's just a few individuals, then we will likely offer them housing or small pieces of land. If they come en masse we are ready to give them a region,'' he said.

He stressed that Wade had insisted that if a region is handed over it should be in a fertile area … not in the country's parched deserts.

Senegal, a nation of 14 million roughly the size of South Dakota, is considered one of the most stable and developed in the sub-region. Still nearly half of working-age adults are unemployed and the country has been burdened by high food prices, frequent blackouts and spiraling energy costs.

Many have criticized Wade for being a dreamer, proposing lofty projects that do little to alleviate poverty or address endemic corruption. Others see him as a statesman who dares to have a vision for Africa.

Senegal is a poor country too. The intention is their but I think the best place for haitians is Haiti.

Perhaps for some Haitians it may be for the best; free house and land. Think how much it will take some people to recuperate from this devastation. And if foreign aid is provided for start up costs, what's not to like about this offer?

As for hundreds of thousands moving, well that's certainly something that only the constituted leaders of the nation of Haiti should deal with and make an official determination when the time comes.

The article Cibaeno posted in "General" section states that if enough of them go, they will be given an area to call their own and not just a roof and land!

I hate to be the bubble buster but any Haitian who believes France wants anything good is simply not looking at history of the last 206 years. France has no good intentions in building Haiti if anything they have been doing everything they can behind closed doors to destroy it and show what happens to ex-colonies of France. Haitians should open their eyes when dealing with France.
